Scope Kenya

Job Purpose

The Advisor will mainly provide support in monitoring and evaluating of the UKAM Project in

Kenya, funded by the UKAID through Trocaire. In addition, S/he will be responsible for overall

M&E and learning needs of PACJA’s projects and will come up with findings based on real data to show performance of the projects. S/he will also help PACJA in strengthening its M&Efunctions based on her experiences from the projects. M&E of the projects will be an assessment as well as support function through M&E findings in enhancing flow of information and its management. S/he will play role in promoting key learnings for the improvement of the projects and for wider learning of the organisation.

Main Duties and Responsibilities

. To undertake regular data collection through implementing partners and ensure quality of the data by random verifications and validations

. To record, manage and preserve monitoring and evaluation data in a safe and accessible way.

. To analyse and discuss findings based on regular monitoring data

. Provide technical support on M&E and evidence-based recommendations to the programme team and partners.

. Ensure implementation of field activities and adheres to PACJA’s monitoring and evaluation system

. Support partners in conducting baseline surveys and project progress evaluation reports

. Participate actively in programme planning process and budgeting of the programme quality and fundraising unit

. Support programme team in developing the annual and quarterly organisational reports.

. Support programme team in dealing with any other tasks as may be required

Specific Responsibilities

  1. Monitoring

1.1 Develop project monitoring plan (PMP) of projects in line with project LFA and consulting with programme team and partners

1.2 Coordinate with Implementing Partners (IPs) for collecting data against agreed indicators

1.3 Engage with relevant stakeholders to collect and manage essential data of their respective projects

1.4 Ensure quality of data collected by programme staff and partners

1.5 Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings

1.6 Assist in building capacity of staff and partners on Planning, Monitoring and Evaluation (PM&E)

  1. Evaluation

2.1 Assist in designing, coordinating and conducting periodic project evaluations

2.2 Assist in designing and conducting Post-Implementation Monitoring Survey (PIMS)

2.3 Assist in conducting Programme Data Review

2.4 Support staff and partners in designing and disseminating research studies by providing relevant input

  1. Reporting and Documentation

3.1 Assist in developing quarterly, semi-annual and annual reports

3.2 Develop and share field visit reports with relevant staff and partners

3.3 Upload key reports to relevant platforms

  1. Planning

4.1 Assist during annual plan and budget (APB) process to develop a good quality

APB for the Alliance programmes.

4.2 Assist in reviewing project plans during APB process

4.3 Ensure quality of data/ statistics in project plans

4.4 Upload relevant APB documents in the relevant platforms

  1. Learning and Sharing

5.1 Share learning from M&E process with the programme staff and partners

5.2 Support staff and partners in improving learning and sharing mechanisms in their projects

5.3 Promote culture of two way learning in the organisation

  1. Contribution to Effectiveness of the Programme

6.1 Work collaboratively with different projects for strengthening integration and cross-learning in programmes

6.2 Proactively volunteer for various team activities

6.3 Show an eagerness to take on any other tasks assigned by the line manager

PERSON SPECIFICATION

Essential

Desirable

Professional Qualification

. Bachelor’s degree in Development Studies or any other related discipline

. Certification in Monitoring and Evaluation

. Knowledge and understanding of project monitoring and evaluation

. Understanding of the current M&E trends and especially M&E systems in development organisations

. Master’s degree in social or natural sciences

. Knowledge of PACJA’s climate policy advocacy issues, challenges and opportunities

. Knowledge of SPSS software

. Knowledge of participatory research methods, participation action and learning

. Knowledge of contextual diversity of various areas of operation

Experience

. Minimum 5 years’ experience in monitoring and evaluation.

. Experience in monitoring and evaluating of development projects

. Experience of field data collection

. Experience of report writing

. Experience of conducting research

. Experience of organising lesson-learning sessions

Skills

. Monitoring and evaluation techniques and processes

. Data collection and management

. Analytical and research skills

. Good command over report writing in English

. Good interpersonal skills

. Excellent computer knowledge with command on MS Excel among other packages of MS Office

. Communication skills for presenting monitoring findings

. Fluency in Kiswahili in addition to English will be an added advantage

. Self-motivated person able to work without close supervision

. Able to work effectively in a diverse team environment

. Travelling to far flung areas independently for M&E
