The Kenya Civil Aviation Authority is responsible for providing regulatory oversight, air navigation services and aviation training in Kenya. The Authority is seeking to recruit qualified Kenyan citizens to fill the following vacant positions in its establishment:

  1. JOB TITLE

CORPORATION SECRETARY – KCAA SCALE 3 REF: CS/01/17 (1 POST)

Department : Legal

Reports To: Director General

Job Purpose

To advise Management and the Board on all Legal and regulatory matters pertaining to the Authority.

Scope of work / duties / responsibilities

. Preparing and organizing Board Meetings in compliance with all the laws, regulations and procedures.

. Preparing the Agenda, Board papers, Board Minutes, and other Board documents including Notifications and ensuring that Board members receive the documentation for meetings in a timely manner.

. Keeping safe custody of Minutes of the Board, the Corporation’s seal and other Board documentation.

. Coordinating the submission of timely replies by the Authority to Parliamentary questions that touch on the mandate and operations of the Authority.

. Providing professional guidance to the Authority’s Board, Management and staff on compliance with good corporate governance practice.

. Assisting the Director General in all legal matters pertaining to the Authority and planning, coordinating and overseeing advice and guidance given by the legal office of the Authority to the Board, Management and staff of the Authority, with a view to ensuring compliance with the laws, regulations and procedures relevant to the mandate and operations of the Authority.

Qualifications

The successful candidates must possess the following qualifications:

. A relevant Master’s degree from a recognized university.

. A Bachelor’s degree in Law from a recognized university.

. Advocate of the High Court of Kenya.

. Registered Certified Public Secretary.

. A Diploma in Air Law will be an added advantage.

. A Current Practicing Certificate.

Experience

. Ten (10) years’ experience in Company / Corporate Law/Legal affairs

. Experience in the aviation sector and/or as a legal practitioner is an

Directorate: Air Navigation Services

Reports To: Director General

Job Purpose

To plan and control the operations of Air Navigation Services in accordance with international air navigation standards and on sound economic principles.

Scope of work / Duties / Responsibilities

The officer will be responsible to the Director General for planning and controlling the operation of Air Navigation Services in accordance with International Air Navigation Standards and on Sound Economic Principles.

Duties and responsibilities at this level will entail;

. Developing and overseeing the implementation of policies,

procedures and strategies for the Air Navigation Services Directorate;

. Developing, interpreting and effectively implementing air navigation safety standards;

. Coordinating collection of data and monitoring trends in the global navigation and safety standards;

. Ensuring provision of safe, efficient and orderly flow of air traffic within the Kenyan airspace;

. Developing and overseeing the implementation of work plans, targets and budgets for the directorate;

. Ensuring that the Authority acquires and maintains the requisite equipment to facilitate efficient Air navigation services;

. Overseeing the formulation and implementation of Civil Aviation Technical Standards;

. Ensuring the planning and development of aeronautical network within the Kenyan airspace;

. Developing the capacity and appraising staff of the directorate.

Qualifications

. A Master’s Degree from a recognized university in any of the following fields: Civil Aviation,Engineering, physical science or equivalent qualification.

. Advanced professional qualification in Communication, Navigation, Surveillance systems or Air Traffic Management.

Experience

. At least 10 years relevant work experience in a large Civil Aviation or equivalent Organization.

. At least 3 years minimum experience in a senior position (General Manager or manager in Engineering/Communications services or Air Traffic Management or Air Navigation Service operations or any other similar post(s).

Knowledge and skills

. Knowledge of international Civil Aviation (ICAO) Regulations, Procedures and Practices.

. Proven ability and skills in management and operational experience in Air

Traffic Management or technical experience in Communication, Navigation and Surveillance.

MANAGER AIR TRANSPORT AND ECONOMIC REGULATION – KCAA SCALE 5 (REF: ATER/01/17) -1 POST

Department: Air Transport and Economic Regulation

Reports To: Director, Aviation Safety Security and Regulation

Job Purpose

To Plan and direct the activities of Air Transport and Economic Regulation to achieve a coordinated approach to policy formulation, inspections, surveillance and licensing of air services.

Scope of work / duties / responsibilities

. Planning and controlling the operations of the department of Air transport and Economic Regulation in accordance with laws and regulations related to Air Transport Economics and agreed objectives and targets.

. Coordinating and liaising with relevant organizations /Directorates /Departments /Agencies on matters relating to civil aviation bilateral /multilateral, international agreements, conventions and protocols.

. Developing, implementing and reviewing competition policy, monitoring and advising on tariffs for passengers and freight.

. Planning, directing, implementing and enforcing the relevant legislation / industry developments on air transport and economic regulation

. Advising on the designation of airlines and authorizing air carrier schedules and tariffs.

. Preparing and recommending new regulations on air transport and economic regulation

. Developing and proposing policies, standards, regulations and legislation to ensure that the regulatory framework of the KCAA is aligned and compliant with ICAO annexes and recommended practices, as well as other regional and international conventions of which Kenya is a member State

. Advising Licensing of Air Services Committee of the Board of Directors on grant of air service licenses and coordinate and ensure compliance with conditions and requirements provided in the air service license, including matters related to bilateral or multilateral air service agreements.

. Maintaining records of proceedings/notes of evidence in relation to appeals tribunal.

. Reviewing inspection guidance material, manuals and procedures and developing qualifications for ATO credentials.

. Overseeing the coordination of Air transport field inspections, operations, surveillance, Air transport data analysis, economic licensing and enforcement activities in all airports to ensure compliance with standards, regulations and best practices

. Approving aircraft lease agreements, airline commercial arrangements, ad-hoc air carrier permits, operating authorization for international scheduled air carriers and coordinating with Ministry of Transport, or where necessary military and diplomatic clearances.

. Advising and guiding Management and the industry on the interpretation and application of relevant laws and conventions.

. Preparing and implementing the department’s operational plans and budget to achieve targets in line with the KCAA strategic plan.

. Conducting regular performance reviews of staff in the department to determine training and development needs and ensuring that the highest standards of performance and conduct are being adhered to.

. Working with the legal services to propose / draft appropriate legislation andregulations/Amendments.

. Performing any other duties as may be assigned by the Director, AASR.

Qualifications

The successful candidate must possess the following qualifications:

. A Bachelor’s Degree in Economics, Aviation or relevant Social Sciences Discipline or Physical science discipline related field from a recognized University;

. A master’s degree in Economics, Aviation or relevant Social Sciences or Physical science discipline would be an added advantage;

. A diploma in Air Transport Management, Air Transport Economics or a related field would be an added advantage;

. Training in management or leadership;

. Certificate in Air and Space Law would be an added advantage;

Job Purpose

To advise and support Management and the Board on all corporate issues pertaining to Government and Industry affairs in the civil aviation regulatory framework

Scope of work / duties / responsibilities

. Providing professional guidance to the Authority’s Board, Management and Staff on compliance with good corporate governance practice.

. Providing professional support in organizing of Board meetings in compliance with all the laws, regulations and procedures, including the Agenda, Board Papers, Records and Board minutes, among other Board documents.

. Providing professional support in the preparation of timely replies by the Authority to Parliamentary and other stakeholders’ questions, complaints and inquiries that touch on the mandate and operations of the Authority.

. Providing professional guidance to the Director General and the Board of the Authority and Management on all Government and industry affairs matters relating to the mandate, functions and operations of the Authority to ensure statutory/business compliance.

. Providing professional support in the drafting and the development of legislation including regulations on civil aviation.

. Liaising on behalf of the Authority with the legal personnel in Government, other state corporations, private sector, regional and international organizations, on legal matters pertaining to civil aviation including lobbying Government to legislate international conventions on Civil Aviation.

. Developing and maintaining strong working relationships with the Government and other stakeholders to effectively lobby for favorable policy decisions affecting the Authority and the sector.

. Coordinating Stakeholder engagements and ensuring maintenance of the Authority’s positive image.

. Liaising with IATA, ICAO, airlines and other Civil Aviation Authorities’ in lobbying

the Government of Kenya and other Governments where Kenyan airlines operate on issues affecting Kenyan airlines; Taxation, environmental levies, repatriation of revenues, immigration, service providers like airports and Air Navigation Service providers

. Tracking, analyzing & reporting on developments in all aero political arena to aid in decision making and seize opportunities for growth of civil aviation in Kenya

. Contributing towards building and managing relationships with National and Foreign Governments or their missions and with national and international organizations to articulate and achieve the Authority’s desired objectives.

. Carrying out any other duties relating to laws of the country or civil aviation generally as may be directed by the Corporation Secretary from time to time.

Qualifications

 

. Bachelor’s degree in law (LL.B)

. A relevant Master’s degree will be an added advantage.

. Advocate of the High Court of Kenya with current practicing certificate

. Registered Certified Public Secretary will be an added advantage

. A Diploma in Air Law will be an added advantage

. Post graduate diploma in law from the Kenya School of Law.

Experience

Job Purpose

. Coordinating with the Licensing department as necessary for licensing andcertification of ANS personnel.

. Working with the legal services to propose / draft appropriate legislations and regulations.

. Reviewing and approving inspection guidance material, manuals and procedures.

. Advising and guiding management and industry on the interpretation and application of aviation safety standards and regulations applicable to ANS and Aerodromes.

. Conducting regular performance reviews of staff in the department to determine training and development needs and ensuring that the highest standards of performance and conduct are being adhered to.

. Working closely with Internal Audit to incorporate good governance practices in the department.

. Working closely with the Quality Management department to implement effective inspection, surveillance and licensing processes.

. Implementing the State Safety Programme.

Air Traffic control license endorsed with at least four ratings or certificate in at least four CNS Equipment Maintenance Courses (Navigation, Surveillance, Communication) or Certificates in AIS Cartography, Quality Management System, AIP Management and Aeronautical information exchange model data base or Certificate in Aerodrome Certification course.

. Certificates in ICAO PANS-OPS.

. Safety Oversight Managers course

Job Purpose

Performs financial and economic evaluations of licensed operators and applicants and maintain relevant statistical data.

Scope of work / duties / responsibilities

. Analyzing of the audited financial accounts and internal management accounts of licensed operators and applicants as relates to the financial performance of an airline company and changes from previous years

. Analyzing airline financial statements using financial ratios focusing on

liquidity, performance/earnings, stock market ratios, inter airline comparison of ratios and interpretation of problems.

. Analyzing of financial strengths and weakness of airlines in respect of competition

Qualifications

. A degree in Human resources management or a degree in related social sciences such as Business Administration; Organizational Development and Management, or Labour Management from a recognized university with a Diploma in Human Resource Management.

. Higher Diploma in Human Resource Management

. A member of the Institute of Human Resource Management in good standing.

Experience

. 3 years’ experience in HR in a comparable and reputable organization

. Generalist HR background is an advantage

Knowledge and skills

. Knowledge of Labour Laws

. Knowledge of trends in the labour market

. Ability to prepare recruitment, retention and manpower plans

. Working knowledge of HR management information Systems

Job Purpose

. Compiling and analyzing of airline capacity and traffic statistics

. Compiling and performing airlines route analysis

. Compiling and analyzing airline origin and destination statistics

. Compiling and analyzing aircraft fleet and personnel statistics

. Analyzing load factors, Break Even Load Factors, unit costs per ASK and ATK, yields per RPK and RTK, Airline Employee Productivity and Aircraft

Utilization and produce reports on airline economic performance

. Performing market forecasts including route, sector, region and country of origin, destination and aircraft type

. Analyzing tariffs and fares for the purposes of detecting anti-competitivepractices

. Compiling and updating statistical and financial database on licensedoperators.

. Updating information on the data bank through the Air transport Management system

Qualifications

. Bachelor’s degree in Economics, Statistics or related field

. Induction course in air transport

Experience

. A minimum of 3 years’ experience as an Economist or Statistician

. Experience in an airline or aviation sector is an added advantage

. A working knowledge of the ICAO requirements in air transport field

Job Purpose

To perform routine checks and ensure security of the buildings and other facilities.

Scope of work / duties / responsibilities

. Conducting regular checks and inspections of all installations in the compound and

building to ensure that they are in proper condition.

. Carrying out day-to day maintenance and minor repairs.

. Ensuring that doors and windows are locked at all times when the

building/premise is not in use.

. Recording every incident that occurs in the building e.g lift breakdown, power failure, water flows in the washrooms and Kitchens. Alarm ringing, fire detectors and notifying those responsible for appropriate follow-up action.

. Keeping custody of the keys to the building/ premise including machine rooms, meter room, Generator room etc.

. Ensuring that common corridors and fire escapes are always kept clear at any time and that all materials are properly stored.

. Checking the premises to guard against vandalism or break-ins by ensuring that the perimeter wall/fence is in secure condition.

. Overseeing general cleanliness of the offices/building/compound by supervising  janitorial staff to ensure appropriate cleaning activities.

. Ensuring that light are switched on and off as appropriate, Doors and Windows are locked in accordance to the laid down procedures.

. Ensuring that the premises are safe and free from hazardous materials

. Taking and maintaining delivered items and dispatch goods and Materials as appropriate.

. Maintaining a register of all keys and controlling the issuance thereof.

Qualifications

. Certificate in building and general Maintenance

. O’ level certificate

. Computer literate

. A plumbing or electrical or equivalent qualification will be an added advantage

Experience

. At least 2 years’ experience in building

Knowledge and Skills

. Demonstrated ability in providing housekeeping and maintenance services for all common areas.

. A ability to clean, make minor repairs and touch-up paints

. Keen on keeping parking lots and grounds free of debris

. Proven ability to take own initiative in case or emergency

. Able to follow instructions timely and effectively

. Honest, hardworking, dependable and extremely self-motivated.

  1. DESIGNATED/CONSULTANT AIRCRAFT MAINTENANCE ENGINEERS LICENSE (AMEL) EXAMINERS – REF: ASSR/AW/AMELE/17 (3 POSTS)

The Authority also wishes to recruit three (3) designated Consultant Aircraft Maintenance

Engineers License (AMEL) Examiners for Airworthiness Department .The consultants will be required to conduct written and oral examinations, and carry out review of examinations. The consultancy will cover both areas of specialization in the Aeronautical

Engineering field .i.e., CAT ‘A and C’ Rotorcraft (1 post) and CAT ‘A and C’ Air frames &

Engines (2 posts).

The contract term for the successful candidates will be for a period of one year(renewable). The required qualifications for the position are as follows:

. Hold at least a Diploma in Aeronautical Engineering or Equivalent

. Hold an aircraft maintenance engineer’s license with ratings related to the examinations to be conducted in Category A and C (Airframe and Powerplant (Piston/Gas turbine)), or Category A and C Rotorcraft (Piston/Gas turbine).

. Hold an Instructor training certificate in the field relevant to the

examinations to be conducted.

. Must have good interpersonal and communication skills, be technically competent and a person of integrity, be impartial in carrying out tasks, be tactful, have good understanding of human nature and possess the ability to get along with other people.

. Training in examinations technique will be an added advantage.

. At least 7 Years working experience as an aircraft maintenance engineer in an approved AMO and should have attended aircraft type courses on various aircraft types and hold type rating licences/approvals.

. Should have good knowledge of Kenya Civil Aviation Regulations (KCARs) and relevant ICAO Annexes and Standard and Recommended Practices (SARPS).

. Ability to set and achieve high standards of performance for self and section and commitment to achieve planned goals.
