The AECF (http://www.aecfafrica.org) is an Africa-based $250 million challenge fund that aims to reduce poverty by supporting private sector businesses that have a positive impact on rural communities in Sub-Saharan Africa. Specifically, the AECF supports businesses in agriculture, agribusiness, rural financial services and communications systems, renewable energy and adaptations to combat climate change. The AECF provides
catalytic funding in the form of grants and zero interest loans to businesses that would not otherwise have access to adequate financing.
The AECF is part of the Alliance for Green Revolution in Africa (AGRA) family and has been supported by governments (Australia, Canada, Denmark, The Netherlands, Sweden and United Kingdom), and international financial institutions (Consultative Group to Assist the Poor and IFAD).
The AECF has recently been spun out of AGRA, and is in the process of building itself to become independent development institution. The AECF is building a team of leaders to leverage its success to date, with a goal to doubling its impact over the next five years. To date the organization has supported more than 250 businesses
across 23 countries in Sub Saharan Africa. These companies in turn have impacted 10 million individuals by improving their incomes and access to clean sustainable energy.
Position Overview:
The Monitoring & Evaluation Officer will report to the M&E manager and will be part of the team responsible for developing and implementing The AECF’s overall M&E system, and for ensuring compliance with the reporting requirements of the various donor partners. The team will also take a lead in leveraging the data collected and lessons learned from The AECF for use in supporting fund-raising and communications activities.
Specific roles and responsibilities will include:
. Designing and implementing The AECF’s overall M&E system including the tools and mechanisms for collecting, analyzing and reporting data to the Board, donors, and other stakeholders.
. Ongoing monitoring of grantees recipients against the development impact targets agreed upon in their funding agreements and provide capacity building support are required.
. Developing an early warning system to flag grantee- and program-level under performance.
. Developing a mechanism for identifying and communicating the lessons and best practices arising from The AECF’s various programs and grant recipients.
. Ensuring accurate and timely compliance with all reporting requirements including leading the preparation of an annual AECF Impact report, periodic donor reports, and ongoing ad hoc reports.
. Supporting The AECF Communications Strategy in developing and disseminating evidenced-based learning papers, reports website content etc.
Required qualifications and experience:
. A relevant undergraduate degree from a reputable institution.
. A minimum of 3 years of experience in an M&E role.
. Experience with the DCED standard for private sector-led development in relevant sectors will be an added advantage.
. Understanding and experience with the impact measurement requirements of the major bilateral donors, large private foundations, impact investors, and other partners of The AECF.
. Superior data analysis and presentation skills.
. Excellent written communication skills.
. Good interpersonal skills and ability to work in cross-cultural teams.
