Background

As a global movement for change, the Oxfam confederation is composed of 19 national affiliates who work together in more than 90 countries to build a future free from the injustice of poverty. The Oxfam International Secretariat (OIS) is currently headquartered in Oxford and will move to Nairobi starting April 2017. Oxfam also has advocacy and campaigns offices in Washington DC, New York, Brussels, Geneva, and a liaison office with the African Union in Addis Ababa.

This post will be part of the OI Confederation Development team, working closely with other Oxfam Investment Fund Strategic Partners and the OIS Finance Team.

Role Description

Oxfam International is looking for an experienced professional who, as Oxfam Investment Fund (OIF) Manager will play a key role in helping the global Oxfam Confederation implement its global Strategic Plan and Oxfam 2020 vision.

The Oxfam Investment Fund was established in 2016 to facilitate growth and development of Oxfam’s global network of affiliates by building individual and collective organizational, program and influencing capacity. Achieving a step-change in income growth from public and institutional sources also remains a core focus area of the Fund. The Goals of the OIF are aligned with the Oxfam Strategic Plan (OSP) 2013 – 2019.

Responsible for an annual investment portfolio of approximately EUR 8 Million, the Fund Manager will play a key role in guiding and monitoring the investment choices Oxfam makes to strengthen capacity of affiliates across regions at an exciting time of organizational transformation.

Specifically, the Oxfam Investment Fund Manager – working closely with the OI International Investment Committee and a number of Strategic Partners at the OI Secretariat – will be responsible for:

Ensuring strategic use of OIF investments
Managing the OIF project cycle
Maintaining an annual cycle of key OIF meetings
Facilitating OIF impact assessments
Tracking and reporting on performance of OIF strategic partners at the OI Secretariat
Supporting implementing affiliates in developing sound financial management systems policies and procedures

Skills and Experience

The successful applicant will have a strong track record in strategic project design and management, with sound financial management and analytical skills. S/he will be an effective team worker in a multi-disciplinary and highly networked environment, and enjoy working across boundaries. The ability to manage time and to strike the right balance between critical engagement and the need to get things done; and between ‘big picture’ and ‘detail’ will be critical.

Fluency in English (written and spoken) is required. Competency in Spanish (and/or French) is highly desirable.

Job Purpose

To provide strategic management of the Oxfam Investment Fund (OIF), and facilitate decision-making by Strategic Partners (SPs) and the International Investment Committee (ICC)

To manage day to day operations of the OIF, including timely submission of investment reports, budgets, fund cash flow statements, re-forecasts and financial data analysis

To build financial management capacity in OIF implementing affiliates, e.g. supporting multi-year planning/ strategic forecasting, the development of adequate finance systems/ policies and high quality/ timely annual budgeting and financial reporting, with a focus on new southern affiliates

Job Purpose – Key Responsibilities and Accountabilities

OIF Grant Management (80%) – in partnership with IP Strategic partners:

Responsible for:

Ensure strategic use of OIF investments: monitor relevance of investments in relation to the OSP and Oxfam 2020 as well as to affiliate business plans, strengthen the integration between different OI/ affiliate funding sources (OIF, CRA, project funding etc), and ensure effective monitoring of ‘return on investment’ by agreeing clear implementation roadmaps and facilitating confederation-wide OIF dialogue and learning
Manage the OIF project cycle: coordinate timely submission of applications and reports by implementing affiliates, provide regular status reports to SPs and the IIC (including information on grant payments and status of OIF finances, provided by Finance), ensure timely and high quality IIC/ SP feedback and information flows to implementing affiliates, and (with support from the OI Business Support function) manage the contract process and payment schedule for OIF investments between OIS and affiliates
Maintain an annual cycle of key meetings (including IIC/ SP meetings): develop an annual consultation/ decision-making calendar, set up/ organise related meetings and calls, support meeting chairs in drafting agendas and ensure meeting minutes are documented and approved (with support from the OI Business Support function)
Facilitate impact assessment: analyze applications and reports from implementing affiliates; establish an intuitive templating system that lends its itself to portfolio level summaries (Confederation Development, Public Fundraising, Institutional Fundraising) and that allows for joined-up impact assessment of the investments made in priority affiliates; distil key learnings; provide recommendations to SPs/ the ICC; and draft/ coordinate related IIC cover notes and reports in collaboration with SPs
Track and report on performance of the SP/IIC ‘helpdesk’/ OIS support to implementing affiliates: coordinate/ monitor support provided to individual affiliates by SPs/ different OI teams as well as the implementation of joint SP activities, and help ensure the right level of support is extended to affiliates so that they can readily adopt OIF standards (in planning, implementation and reporting)

Capacity Development of OIF implementing affiliates (20%)

Responsible for (in partnership with the OI Finance team):

Support affiliates in developing sound organizational budget planning and monitoring processes, strategic income/ expenditure forecasts and OIF financial planning and reporting processes
Support affiliates in developing key finance systems, policies and processes, and offer advice and training to affiliates on OI finance systems and the OI annual budgeting and reporting process

Key Working Relationships

Reports to the Director, Confederation Development and Strategy
Works closely with the Confederation Development Team, Public Engagement Team, Institutional Funding team, Finance team and Chief Operating Officer.

Technical Skills, Experience & Knowledge – Key Competencies

Strategic project design & management skills, and demonstrated experience in this area
Financial management experience and analytical skills (formal financial qualifications not required);
Effective team worker who is able to liaise (in a multi-disciplinary and networked environment) with a wide range of people, both internally/ externally and at many levels with credibility, tact and diplomacy
Strong IT skills – Excel, Powerpoint, Word
Good time management skills, able to set priorities and to work/ deliver in a structured manner (and with high level of accuracy) toward agreed deadlines while dealing with numerous/ simultaneous demands
Able to strike a fine balance between critical engagement and the need to get things done
Able to strike the balance between overall pictures and details
Good written and verbal communication skills; convincing and empowering attitude
Fluent spoken and written English
