PATH – Technical Advisor, Supply Chain and Commodity Management for HIV Services

Together, we deliver measurable results that disrupt the cycle of poor health.We seek to recruit a Technical Advisor to provide technical expertise, coordination and supervision of all supply chain and commodity management, forecasting, quantification and reporting activities for HIV related supply chain and commodity management services in compliance with national and donor guidelines and policies, to provide technical support and supervision for supply chain and commodity management to ensure that Scope of Work for the APHIAplus project area assigned is carried out to the fullest extent possible and to the highest possible degree of quality, to provide technical support and supervision in collaboration with APHIAplus project management teams to ensure the successful planning and implementation of commodity management and reporting activities, including work planning, budgeting, support supervision, technical support and reporting in assigned areas, to provide representation for APHIAplus project and PATH at facility, sub-county, county and national supply chain and commodity management forums and meetings as may be called upon. The Technical Advisor will be based in Kisumu.

• Provide technical leadership on the supply chain and commodity management aspects of HIV service delivery activities to ensure effective implementation, collaboration, teamwork and collegiality for these activities.
• Provide overall technical leadership in the implementation of the HIV services related supply chain and commodity management components of the project and support ART Dispensing Tool and EMR platforms.
• Coordinate the development, implementation and monitoring of costed supply chain and commodity management project work-plans
• Support the HIV service delivery project team in the assigned project area in implementation of supply chain and commodity management activities in close collaboration with CHMT/SCHMT and County and Sub-County Pharmacists.
• Oversee the integration of the project’s technical approaches in commodity management and reporting using evidence informed, innovative and best practices.
• Provide technical leadership in creating and strengthening supply chain and commodity management at facility, sub-county and county levels ensuring there is seamless implementation of activities leading to improved health outcomes.
• Provide technical leadership in the preparation of supply chain and commodity management related monthly, quarterly and other reports as may be required and submit these to the Service Delivery Advisor in a timely manner.
• Provide technical leadership in weekly, monthly, quarterly, semi-annual and annual project performance reviews for supply chain and commodity management activities in collaboration with CHMT/SCHMT.
• Provide technical leadership on Quality Improvement/Quality Assurance interventions in supply chain and commodity management activities at facility, sub-county and county level in collaboration with CHMT/SCHMT.
• Participate in the donor progress report writing, continuation application and quarterly review report writing and presentation.
• Participate in site preparation for supportive supervision and SIMS assessments and ensure recommendations are implemented at facility level by project team in collaboration with CHMT/SCHMT.
• Overall coordination with CHMT/SCHMT on implementation of supply chain and commodity management related service delivery work plans.
• Represent the project in technical supply chain and commodity management forums at sub-county, county and national level.
• Participate in any other duties as assigned.

Required SkillsRequired Experience

• MPH or other master’s degree in a relevant field will be an added advantage.
• Hands on clinical experience in supply chain and commodity management in HIV service delivery.
• Proven experience and familiarity with MOH/GOK supply chain systems.
• Excellent interpersonal and supervisory skills, capable of directing and managing change, effective delegation, inspiring teamwork and motivating staff and partners to achieve results.
• Computer literacy.
• Research experience, proposal and abstract writing will be a distinctive advantage.
• Ability to collaborate with a multi-sectoral project team and multiple county, sub-county stakeholders.
• Ability and willingness to learn.
• Excellent facilitation, mentorship, team building and coordination skills.
• Experience in public speaking and professional presentations.
• Field oriented and comfortable with a team approach to programming.
• Ability to work in a complex project implementation environment with multiple tasks, short deadlines and intense pressure to perform.
• Registered Pharmacist (or equivalent qualification) with BSc Pharmacy, minimum of 5 years’ experience providing technical support and leadership in implementation of supply chain management, quantification, forecasting and reporting for HIV related commodities.
