JOB TITLE: HIV Prevention Assistant Program Manager Henry Jackson Foundation for Medical Research International, Inc.(HJFMRI), in collaboration with The Walter Reed Project, HIV Program-Kericho is seeking to fill the above position. HJFMRI/Walter Reed Project-Kericho carries out HIV/AIDS vaccine and therapeutic research, and supports HIV prevention, care and treatment programs in South Rift Valley.
Job Summary
The incumbent will assist the coordination of HIV Prevention Program interventions, particularly HIV Testing Services (HTS) in PEPFAR South Rift Valley Region. This involves working with PEPFAR partners, relevant stakeholders, and government departments to ensure provision of quality services. S/he will also offer Technical Assistance to SRV PEPFAR partners on HIV Prevention Programs and activity implementation. S/he will ensure integration of HIV Prevention Interventions into care and treatment. S/he will participate in review of partner proposed work plans and budget activities to ensure that they are in line with PEPFAR guidelines. The candidate shall generate periodic program reports as required as well as perform any other duties assigned. The position Reports directly to HIV Prevention Program Manager.
Key Duties and Responsibilities
1.Provide strategic direction in HIV Testing Services (HTS) program design, planning, implementation and monitoring to implementing partners.
2.Scale up HIV prevention interventions, targeting key populations and priority populations.
3.Develop and review of annual work plans and budgets.
4.Facilitate achievements of high quality results and timelines of all the program deliverables.
5.Ensure compliance with PEPFAR program priorities and guidelines,as well as Ministry of Health guidelines and strategies concerning all aspects of HTS and other prevention programs.
6.Provide capacity building and technical assistance to implementing partners and other stakeholders on all aspects of HIV prevention programming.
7.Coordinate the implementation monitoring and evaluation of HTS and other HIV prevention program activities.
8.Coordinate HIV prevention activities in particular HTS, aimed at achieving clinical cascade.
9.Ensure effective referrals and linkages from HIV testing services to care and treatment and other services.
10.Prepare and avail timely program reports, summaries, papers, oral and written presentations as required.
Minimum Requirements
1.Degree in Medical, Social Sciences or any other related discip
line from a recognized institution.
2.Master’s degree in Public Health is an added advantage.
3.At least 5 years’ experience in managing and implementing complex, integrated public health programs.
4.Be conversant with Kenyan policies and guidelines in HIV pre
vention, particularly on HIV Testing Services.
5.Working knowledge of Microsoft Office (Word, Excel, Access
and PowerPoint).
6.Excellent team player, with good communication and interpersonal skills.
Additional Requirements
i.Proven experience in providing technical guidance in HIV Testing Services and/or related technical areas to implementing partners.
ii.Demonstrated ability to build collaborative relationships and facilitate coordination with diverse partners and stakeholders.
iii.Exceptional leadership skills and experiences working with large, multifunctional sectors.
iv.Excellent understanding of the functioning of Kenya Health Delivery System, current health sector programs, strategies and implementation plans.
v.Familiarity with National, County and Sub-county health systems.
vi.Basic skills in data analysis, interpretation and use for decision – making.
vii.Experience with PEPFAR funded programs in Kenya.
viii.Training and/or Experience in Program Management.
ix.Training and/or Experience in Research/ Impact Evaluation.
x.S/he should be results-oriented, self-driven, and able to work under minimum supervision.
Terms of Employment
1 – year renewable contract. The first three months will be probation period.
