Program Description: The Research Care and Training Program (RCTP) is collaboration between the Kenya Medical Research Institute (KEMRI), University of California, San Francisco (UCSF) and University of Washington (UW) and other affiliated institutions. RCTP is a comprehensive HIV prevention and Treatment program in Kisumu, Migori and Suba Counties.
We have the following vacancy in the FACES program
Position Human Resources Manager
Reports to Director FACES Program
Location Kisumu
Duration One Year Renewable

Position Summary
The Human Resources Manager will be responsible the Management of the HR Function , and for formulating and implementing HR Management policies and procedures and ensuring effective and efficient Management of the Human Resources in the Program.
Key Position Responsibilities
1. HR policy formulation, and implementation
a) Lead in the formulation of HR policies, and implantation
b) Lead in the Review of existing HR policies
2. HR Planning, and Strategy.
a) Prepare Annual HR work plans and share with the HR team
b) Quarterly review of the annual HR plans and prepare progress reports
c) Review the Program Succession plan and work with Program/Study leads to ensure the plan is up to date
d) Coordinate Periodic HR Meetings
e) Prepare HR Quarterly reports

3. Staff Selection, and Recruitment
a) Review and approve the Staff requisition forms
b) Prepare and communicate Job advertisements
c) Carry out HR induction of new employees, and introduce new staff
d) Set up Interview panels in liaison with study/project leads
e) Lead HR team in interview panels and prepare hiring reports
f) Carry out Reference check for all successful candidates
g) Preparation of Offer Letters and communication to the selected candidates
h) Communicate to unsuccessful candidates
4. Performance management
a) Preparation of the Annual Appraisal Schedules and communicating to all staff
b) Represent the HR department in Annual appraisal meetings, prepare the appraisal reports, and communicate the results to the staff
c) Coordinate the development of Annual performance contracts
5. Reward, and remuneration Management
a) Prepare Salary letters for all new employee
b) Prepare salary reviews
c) Prepare pay change letters
d) Review and determine HR Payroll approvals on a monthly basis
e) Prepare gratuity payroll letters
6. Manage Employee, Relations, grievance and Discipline
a) Manage staff disciplinary matters
b) Lead the HR role in disciplinary committees
c) Communicate resolutions of disciplinary committees
d) Manage , and document staff grievances
7. Management of Staff Medical and Insurance Scheme
a) Track the staff medical insurance and ensure timely renewals
b) Review and give programmatic approvals for staff Medical insurance payments
c) Review and recommend Medical cover improvements
8. Ensuring compliance to employment laws, and statutory regulations
9. Communication
10. Internal HR consultancy on HR, and Labor Relations issues
Qualifications and Experience
 Bachelor’s Degree in Social sciences or equivalents. Higher Diploma in Human Resources Management. A master degree in HR management will be an added advantage
 A member of the Institute of Human Resources Management of Kenya or equivalent professional body
 Minimum of 10 years relevant experience, with at least 5 years at the Level of head of HR department in a large organization

Knowledge, Skills and Attributes Required:
 Experience in managing a payroll system, and working with Computerized HR management systems
 Strong analytical, planning, negotiation, communications skills
 Strong supervisory and managerial skills
 Leadership skills
 Must be a team player and motivator
 Excellent interpersonal skills
 Conversant with Kenyan Employment laws and legislations
 Competent with computer software applications including Microsoft Office programs (Word and Excel)
Other Requirements:
 Must be a member of a professional body
 Must have been Cleared by HELB
 Must have KRA Tax Compliance Certificate
 Must have credit refference Bureau Certificate
 Must have Certificate of good conduct
