PROJECT MANAGER

TERMS OF REFERENCE FOR PROJECT MANAGER
Strengthening the Resilience of the IGAD region to the adverse Impacts of Climate Change through effective Adaptation and Mitigation Actions (RICCAMA), project supported under the Intra-ACP Global Climate Change Alliance Plus (GCCA+) Programme of the EU.
 
1. Introduction
The Intergovernmental Authority on Development (IGAD) is the regional organization for economic and political cooperation in the horn of Africa. IGAD was created in 1996 to supersede the intergovernmental Authority on Drought and Development (IGADD) which was founded in 1986. It is one of the regional economic communities (RECs) of the African Union and is mandated to promote regional economic integration and other political, security and socio-economic issues of importance to member states through the implementation of common policies and programmes. IGAD brings together the states of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda.
IGAD Climate Prediction and Application Centre (ICPAC) is a specialized institution of IGAD mandated to perform climate monitoring and prediction to provide timely climate early warning information and supporting specific sector applications to enable the region cope with various risks associated with climate variability and change.
Impacts of human induced climate change are becoming evident around the world and the most recent scientific consensus – including the works of the IPCC – indicate that they are coming faster in some cases than had earlier been predicted. More impacts are projected, particularly if heat-trapping gas emissions continue unabated.
The international community has recognized the climate change challenge and adopted the UNFCCC, the Kyoto Protocol and the Paris Agreement to combat it. IGAD Member States are all parties to the UNFCCC, the Kyoto protocol and the Paris Agreement and they are making efforts to address climate change through the formulation and implementation of national strategies and plans.
IGAD recognizes the threat posed by climate change for the region and the world at large including the need to take urgent action on the implementation of climate agreements at all levels. To this effect ICPAC on behalf of IGAD formulated the IGAD Regional Climate Change Strategy (IRCCS) in consultation with the Member States. The strategy aims to support the implementations of member states climate mitigation and adaption policies and plans including NAPAs, NAPs, NDCs and NAMAs. ICPAC on behalf of IGAD is mandated to lead and coordinate climate change activities in the region. ICPAC representing IGAD has an observer status with the UNFCCC and organizes side events, make statements and exhibitions at COPs.
 
2. Project Background
The Intra-ACP Global Climate Change Alliance Plus (GCCA+) Programme is an initiative of the European Union (EU) to support the African, Caribbean and Pacific (ACP) Group of States efforts in addressing the challenges of climate change. The regional component of the GCCA+ program is funded by the 11th European Development Fund (EDF 11)..
The GCCA+ Programme specifically targets ACP Member States, helping them to better tackle climate change as a challenge to their development and implement appropriate adaptation and mitigation responses.

• Common Market for Eastern and Southern Africa (COMESA)
• East African Community (EAC)
• Permanent Inter-State Committee for Drought Control in the Sahel (CILSS) and Economic Community of West African States (ECOWAS)
• Secretariat of the Pacific Regional Environment Programme (SPREP)
• University of the South Pacific (USP)
• Caribbean Community Climate Change Centre (CCCCC)
The GCCA+ projects primarily aim at facilitating the transition to a climate-resilient, low-carbon future in line with the goals of the Paris Agreement on climate change (2o C target) by emphasizing on mainstreaming climate change into national development and identifying win-win approaches, developing coherent national strategies and ensuring their proper implementation in line with NDC commitments.
 
3. Project development goal
The overall objective of the RICCAMA project is to increase the resilience of the IGAD region to the adverse impacts of climate change and contribute to the achievement of the UN’s Sustainable Development Goals in particular its Goal 13 “Take urgent action to combat climate change and its impacts” in order to reduce poverty and promote sustainable development. RICCAMA is a three year project funded by the 11th European Development Fund (EDF 11) with a budget of € 1.6 million.
 
The specific objectives of the project are to:
I. Enhance the capacity of IGAD, through the IGAD Climate Prediction and Applications Centre (ICPAC), to address regional and national climate change challenges and support IGAD Member States.
II. Support IGAD Member States to mainstream climate change adaptation and mitigation into their strategies and policies and align them to the Paris Agreement and other UNFCCC aspirations.
III. Promote engagement and strategic dialogue across relevant stakeholders to manage and share information, knowledge and capacity in support of climate initiatives and actions across the region.
IV. Strengthen the capacity of other regional and national institutions for improved service delivery within the IGAD region for addressing climate change-related challenges.
IGAD would like to fill the position of Project Manager for the RICCAMA project.
 
1. Overall Purpose
The Project Manager (PM) will provide technical leadership for project activities including conceptualizing, implementing and monitoring of project activities. The PM will coordinate a technical support unit that will provide technical expertise in the areas of climate change action (adaption and mitigation). She/He will oversee the implementation of the entire project; guide and manage the project team and budget; represent ICPAC in regional meetings related to the project work; supervise the preparation / consolidation of reports; and represent the PMU in the Project Steering Committee.
 
2. Core Duties and Responsibilities
• Lead implementation of project activities within the project’s timeframe and budget
• Provide regional technical advice to member states on climate change issues in partnership with relevant national institutions and partners;
• Coordinate implementation of IGAD Regional Climate Change Strategy (IRCCS)
• Coordinate assessment of member states’ climate change adaptation and mitigation strategies and priorities
• Build climate change technical capacity of member states to handle climate change issues in partnership with relevant national institutions and partners;
• Sensitize and enhance awareness of policy makers and other key players on IRSCC and assist Member States to implement it;
• Coordinate preparation and implementation of regional climate change capacity building and training programmes.
• Coordinate the development of climate change knowledge and networking to support regional climate change mitigation and adaptation efforts in partnership with UNFCCC national focal points, NMHSs and all relevant institutions and partners.
• Enhance regional education and awareness on all climate change issues.
• Support regional and national climate change negotiation processes.
3. Minimum Qualifications and Experience
• Master’s Degree with specialization in climate change. PhD is an added advantage
• Minimum of Seven (7) years of work experience in regional coordination activities related to climate change.
• Practical working experience in climate change science, impacts/vulnerability mitigation and adaptation activities in a recognized national, regional or international institution.
 
4. Key Skills and Competencies
• Good knowledge of EDF procedures and project management
• Good knowledge of the IGAD region and IGAD Regional Climate Change Strategy (IRCCS)
• Technical expertise in various aspects of climate change
• Good coordination skills
• Fluency in English and basic communication in French a requirement. Knowledge of Arabic is an advantage
• Ability to communicate effectively orally and in writing
• Ability to prepare written reports in a clear, concise and meaningful manner
• Ability to work with minimum supervision
• Good knowledge of the international climate change agreements
• Knowledge of ongoing and planned regional climate change adaptation and mitigation efforts
 
5. Reporting
The Selected candidate will report to the Director ICPAC.

6. Remuneration
Negotiable within the IGAD salary Scale and policy which is attractive based on the applicant qualifications and Experience.
 
7. Contract Duration
The position will be tenable for One year renewable upto three years subject to availability of funds and performance.
 
8. Work Station
The Project Manager will be based in ICPAC Head Office within Nairobi Metropolitan Area.
