The National Youth Council is a State Corporation in the Ministry of Public Service, Youth and Gender which came into being through the enactment of the National Youth Council (NYC) Act (2009) as the official voice of the youth, mandated to advocate for youth opportunities to associate, be represented and participate in Political, Social, Economic and other spheres of life.
 
The council seeks to recruit qualified and competent staff to fill the following vacant positions
 
The National Youth Council invites applications from qualified persons for the following positions:
 
PRINCIPAL SUPPLY CHAIN MANAGEMENT OFFICER, NYC GRADE ‘4’ – ONE (1) POST REFERENCE: NYC/PSCMO/4/2019
 
Requirements for Appointment
 
For appointment to this grade, a candidate must:
i. Have Bachelor’s Degree in Commerce, Procurement and Supplies Management, or equivalent qualification from a recognized institution;
ii. Have Master’s Degree in Supply Chain Management, Logistics or equivalent
iii. Have a minimum of five (5) years relevant work experience
OR
Have served in the grade of Senior Supply Chain Management Officer for a minimum period of three (3) Years;
i. Be Member of professional body either KISM or CIPS in good standing;
ii. Have a Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
iii. Have a valid practicing license;
iv. Have demonstrated professional and administrative competence as reflected in work performance and results; v. Knowledge in ERP system will be an added advantage; vi. Have proficiency in computer application skills; and vii. Fulfill the requirements of Chapter six of the Constitution.
 
Key competencies
 
i. Team player and ability to work in a collaborative manner ii. Communications and reporting skills
iii. Managerial skills and ability to lead teams
iv. Analytical, Interpersonal and negotiation skills
v. Strong Report writing and presentations skills.
 
Duties and Responsibilities
 
The duties and responsibilities of the officer will entail: –
i. Developing and coordinating the preparation of annual procurement and disposal plans and their implementation;
ii. Coordinating procurement and disposal activities in the Commission;
iii. Prepare contract documents for goods, works and services;
iv. Custodian of contract documents;
v. Liaise with the user department to ensure effective implementation of contracts for goods, works and services;
vi. Provide secretariat to committees’ incidental to procurement of goods and services, and disposal of assets;
vii.Coordinate disposal of assets activities;
viii. Provide professional opinion on procurement of goods, works and services and disposal of assets;
ix. Prepare and Submit statutory reports to relevant government institutions; and
x. Reviewing procurement needs of the Council.
xi. Monitoring and evaluating of procurement plans, Asset disposal and inventory management;
xii. Development of Departmental Work plan and Budget;
