Basic Function of the Position; 

The Business Development Specialist is a full-time Locally-Employed Staff (LE Staff) position that serves as the sole in-Country Representative and principal Mission Kenya liaison to the U.S. Trade and Development Agency (USTDA), advising on the management and implementation of approximately 10-15 new projects and 15-25 carry-over projects per year.

From an in-country perspective, the Business Development Specialist provides advice and analysis to the USTDA Regional Director and Country Managers for East Africa (based in Washington, D.C.) related to the identification, evaluation and tracking of USTDA’s critical foreign assistance activities in Kenya and East Africa, across highly diverse and complex sectors such as telecommunications, transportation, energy and the environment.

On their own initiative, the Business Development Specialist works with Kenyan companies, U.S. companies present in Kenya, sub-regional and national development banks, and with Kenyan government officials to develop new USTDA funding opportunities in Kenya and to evaluate ongoing or completed activities in Kenya.

The incumbent is responsible for representing and overseeing all of the Agency’s activities throughout the country and communicating with high-level Kenyan government officials. Position is directly supervised by the by the USTDA’s Sub-Saharan Africa Regional Director resident in Washington, D.C.

Qualifications and Evaluations

Requirements:

EXPERIENCE: A minimum of six years of progressively responsible experience in international economics, marketing, finance, trade or investment promotion, or banking is required.

JOB KNOWLEDGE: Specialized knowledge of and experience with Kenyan business practices, government operations, economic development needs, laws, policies, and major infrastructure and industrial activities, including development and financing of such projects. This position is required to use Ms. Office suite, advance Excel spreadsheet features, internal databases used to record project information. Education Requirements:

  • Master’s Degree in international business, economics, business administration, law, political science, marketing, finance or foreign trade is required.

Evaluations:

LANGUAGE:  

Level IV (Fluent) reading/writing/speaking of English is required. (This may be tested).

Level III(Good) reading/writing/speaking Kiswahili is required.

SKILLS AND ABILITIES:  

  • Interaction and coordination with a network of high-level contacts
  • responding to requests for detailed program-related information from Kenyan government officials, as well as the U.S. private sector.
  • addressing scope of work questions related to ongoing USTDA project activities, recommending and scheduling high­level meetings on short notice,
  • acting as an intermediary in sensitive communications between USTDA HQ and local project sponsors
  • analytical judgment to propose new approaches and types of assistance that fit with the market and demands.
  • ability to identify and recommend new projects and programs for USTDA throughout East Africa, and organizes overseas visits starting with submission of proposals to USTDA HQ, recruiting and guiding local clients on desired program.
  • exercises a high degree of autonomy in daily activities, including prioritization of work projects, outreach to high level public and private sector contacts, and overall administration of USTDA projects and financial obligations in East Africa valued at approximately $3.5-$8 million annually.

The pay plan is assigned at the time of the conditional offer letter by the HR Office. Other Information:
