OVERVIEW OF THE ORGANIZATION

Economic and Social Rights Centre (Hakijamii) is a national human rights organization that works with marginalized groups to claim their economic, social and cultural rights and improve their livelihoods. It is registered as NGO under the NGO Coordination Act. It is headed by an Executive Director and has its secretariat in Nairobi. The organization has strategic community partners in Nairobi, Kisumu, Kwale, Garissa, Kakamega, Mombasa and Isiolo.

Hakijamii has established strategic partnerships that include being a founding member of the Kenya Land Alliance, member of Shelter Forum, the Urban Housing Coalition and a founding member of the International Network on Economic and Social Rights.

Hakijamii envisions a society that is free of discrimination, exploitation and injustice and its mission is to strengthen the capacity of people’s organizations to effective and directly participate in advocating and realizing their economic, social and cultural rights in Kenya. Throughout its existence the organization has been guided by the goal of promoting social movements to engage in realizing and promoting human rights-centered practices and policies.

Its strategic objectives are to:

  • Organize and strengthen the capacities of marginalized community groups for effective socio-economic rights advocacy.
  • Advocate for development and implementation of pro – poor esc rights policies through resource allocation and utilization of relevant national & international instruments.
  • Create an esc rights knowledge hub through publication and dissemination on digital and traditional platforms
  • Deepen and diversify strategic partnerships at national and international level to scale-up esc rights advocacy.
  • Strengthen organizational, efficiency, monitoring and innovative learning on esc rights

Hakijamii has been expanding its work to address the new opportunities and challenges presented in advocating and litigating socio-economic rights. Our budgeting and research work feeds into pro-poor policy formulation, monitoring and implementation of socio-economic rights through resource allocation and citizens engagement in governance processes. To this end Hakijamii seeks to recruit a Program Officer-Budgeting & Policy Research to advance this cause.

 PURPOSE

The purpose of this position is to support delivery of overall work of the organization on policy implementation. This aims to assist the organization to make meaningful input in policy dialogue and implementation. The role will involve taking forward policy research projects and initiatives including research support and inputs on a range of topics as may be required from time to time.

KEY RESPONSIBILITIES

  • Un-package, simplify and analyze key planning and budgeting documents used in public finance management at the county and national level;
  •  Influence policy development and its implementation through targeted research.
  • Undertake research on the implications of proposed tax policies (such as Finance Bills, Division of Revenue Bills and tax laws among others) on marginalized urban communities in Kenya;
  • Help the organization and its partners understand emerging policies especially in regard to the linkage between policy implementation and access to economic, social and cultural rights;
  • Assist the organization to undertake targeted analysis of the national budget in regard to polices that relate to economic and social rights;   
  • Analyse the annual national budget estimates and determine the extent to which they provide for the progressive realization of economic and social rights;
  • Draft and disseminate policy research reports and briefings on access to basic services to inform policy makers and public discourse;
  • Build and maintain networks with key policy research institutions such as Kenya National Treasury, Planning Department, KNBS, KIPPRA, Parliamentary Budget Office (PBO) and other relevant state and non-state actors).
  • Advocate for allocation of sufficient public resources towards achieving the progressive realization of socio-economic rights in Kenya;
  • Investigate and document good practices in regard to national budget allocation for economic and social rights.
  • Develop and disseminate relevant information on the linkage between the national budget and the realization of economic and social rights.
  • Identify and pursue fundraising opportunities under the guidance of Hakijamii’s overall fundraising programme.
  • Represent the organization in relevant forums both nationally and internationally
  • To undertake all such other functions as may be directed by the Executive Director and that are within the mandate of the organization and complimentary to the above responsibilities;

PERSON SPECIFICATION

  • Demonstrated capacity in undertaking research on socio-economic rights
  • Demonstrated capacity of analyzing complex budget problems into simplified
  • Possess critical thinking and problem-solving skills, including the ability to weigh options and propose recommendations;
  • Be self-motivated and well-organised, with excellent writing and oral communication skills.
  • Have the ability to work both independently and as part of a team
  • Have the necessary skills to liaise with funders and other partners on progress towards clearly defined outcomes;
  • Have the capacity to work within a policy environment with a good working knowledge of the current policy issues and debates related to access to basic services
  • Be willing to travel regularly
  • Be fluent in both spoken and written English and Kiswahili

ACADEMIC QUALIFICATIONS AND EXPERIENCE

  • A Bachelor degree in Economics, Public Finance, Public Policy or any other relevant discipline from a recognized University.
  • Post graduate qualification will be an added advantage.

EXPERIENCE

  • At least two-years experience of conducting research in Public Finance Management in Kenya.
  • Record of working with key policy research and relevant government institutions (e.g. The National Treasury, Department Devolution and   Planning, Kippra, Parliamentary Budget Office and other relevant stakeholders).
  • Good project management and organizational skills, including managing multiple projects and tasks concurrently.
  • Experience in international human rights, social justice or related areas, with a good knowledge of economic, social and cultural rights.
  • Experience of working with a National Non-Governmental Organization on matters public finance management and policy research
  • Understanding of the challenges faced in implementing economic, social and cultural rights and able to demonstrate knowledge of how the national budget can be used to address those challenges, including through the Parliamentary system.
  • Demonstrated capacity of analyzing complex budget problems rigorously and from all angles, showing practical judgment as well as academic ability.
  • Skills to clearly articulate how the national budget relates to the realization of socio-economic rights.
  • Understanding of the range of research methods relevant to policy research and ability to design project proposals. 
  • Experience of conducting research including literature and policy reviews, qualitative and quantitative data analysis and presentation of research findings to high level policy makers and the general public.  
  • Ability to analyze and simplify planning and budgeting documents such as County Integrated Development Plans (CIDPs), Budget Policy Statements (BPS), CFSPs, Annual Development Plans (ADPs), national and county budget estimates among others;
