Job Description:

Infectious Disease Detection and Surveillance (IDDS) is a five-year United States Agency for International Development-funded project with the following overall objectives: (1) improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases; and (3) generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems.

ICF is seeking a Health Informatics Specialist to provide technical assistance and support to strengthen AMR surveillance, including AMR surveillance data interoperability, with a cross-cutting focus on capacity building of county-level staff in AMR surveillance, as well as coordination with other project team members and partners who undertake health information systems (HIS) strengthening activities. This includes strengthening facility and laboratory information systems, primarily in public health but also in private health and other non-governmental facilities and laboratories. This position reports to the IDDS Kenya team lead.

Responsibilities:

  • Work with relevant national institutions (both government and non-government and at both national and county levels) that support AMR-related information systems to agree on and implement actions to improve integration of laboratory information systems and AMR surveillance
  • Assist in the integration of information systems, including the development of data and information systems interoperability models and supporting actual implementation 
  • Support the development of governance structures that will build and maintain the key pillars for data interoperability, such as data standardization and data sharing agreements including the establishment of a technical working group for AMR surveillance information system.
  • Participate in the design and development of training modules and job aids for AMR surveillance data collection, integration, analysis, and interpretation
  • Follow established processes to guarantee the technical and programmatic quality of IDDS HIS work in Kenya  
  • Ensure that IDDS HIS technical assistance is coordinated with other organizations working in Kenya
  • Document system processes and business logic and rules to develop guides, manuals, and reports
  • Provide end user training and capacity building
  • Work closely with the IDDS team to define and adjust annual work plans for HIS technical activities.

Required Qualifications:

  • A minimum of a BSc in Computer Science, Software Engineering, or equivalent
  • 5+ years of experience in health informatics in Kenya
  • Technical competency in the use, setup, and implementation of DHIS 2, interoperability systems, or laboratory information systems
  • Experience working with front and back-end web-based applications and familiarity with various web services
  • Experience performing systems analysis for cross-cutting components in complex networks
  • Technical writing skill and ability to review and develop work products such as use cases, detailed functional requirements, detailed design specifications, and software requirements specifications
  • Demonstrated experience working in a multi-disciplinary team in a fast-paced, technically challenging environment
  • Fluency in written and spoken English
  • Experience in facilitation and stakeholder engagement
  • Authorization to work in Kenya

Preferred Qualifications:

  • Working knowledge of Health Level 7 standards and language, and good understanding of clinical and laboratory terminologies such as International Classifications of Diseases and Logical Observation Identifiers Names and Codes
  • Familiarity with U.S. Government programs
  • Prior experience working/collaborating with the Ministry of Health in Kenya in the area of data and information systems
