In the Middle East and Africa (MEA) region, the Infrastructure (INR) department at IFC encompasses the various infrastructure sectors and mining. As MEA is a key region for IFC, INR is expected to ramp up activities, including advisory programs and engagements. Current programs cut across power, water, energy access and cities, among other areas, and there is a concerted effort underway to ramp up activity, particularly in upstream activities intended to support investment opportunities. The INR MEA Upstream Strategy represents a new approach, driven by demand and focuses on the proactive development of a investment pipeline. It is a central pillar of INR’s efforts in the region, as there is a demonstrated need to develop a pipeline for investment. In some cases, this has been pursued by creating bankable private sector infrastructure opportunities through what we call “scaling” – focusing not on single asset development, but on a holistic approach that creates a pipeline of infrastructure projects.
 
To support the growth of its Upstream and Advisory programs, with a particular focus on the transmission and distribution (T&D) sector, IFC seeks a Senior Operations Officer – Energy (Middle East and Africa)
 
Primary Duties and Responsibilities:
 
The Senior Operations Officer – Energy (Middle East and Africa) will have a wide range of evolving responsibilities, which will be exclusive or shared with other team members. The anticipated scope of duties and responsibilities includes the following:
 
Upstream/advisory
  • Drawing on client demands and IFC’s areas of expertise, support, help identify and potentially lead the development & roll-out of specific upstream engagements, working closely with Industry Specialists that would aim at supporting/creating investment opportunities
  • Coordinate with the World Bank (WB) on transmission and distribution (T&D) sector initiatives across emerging markets
  • Lead research about new areas of opportunity for T&D, with a lens on innovation
  • Appraise financial information from potential clients and prepare reports, project progress reports, and other deliverables
  • Lead INR’s business development, upstream and value-add advisory engagements in the T&D space
  • Map infrastructure leads and conduct industry and market research, particularly related to T&D
  • Lead meetings with potential clients and help diagnose infrastructure issues and develop integrated investment and advisory solutions
  • Collaborate with other INR colleagues, including Industry Specialists to foster relationships with key internal stakeholders, including the World Bank, Climate Business Department, Blended Finance, Partnerships, etc. related to INR’s business
Client engagements
  • Lead or participate in upstream engagements and investment projects with electricity utilities
  • Review and appraise investment or supervision documentation related to T&D
  • Engage in investment reviews as an industry expert
  • Oversee work, including consulting assignments, related to sector development projects for utilities
Knowledge sharing, capacity building & communications
  • Organize project review meetings and supporting documents to facilitate cross regional learning
  • Provide input into overall communications and capacity building strategy
  • Lead the preparation of specific knowledge products for internal and external audiences as requested, including strategic research, pitch books and proposals for both advisory and investment clients, case studies, smart lessons, etc.
  • Support IFC’s participation in external events including briefing materials and presentations
Selection Criteria
  • A Master’s degree related to power or power economics or public policy or a closely related field
  • At least ten (10) years of professional experience in the electrical power industry
  • Strong knowledge of and practical experience in the infrastructure development agenda, including activities of the WBG and other DFIs
  • Knowledge and expertise in development and/or operation of renewable energy generation projects, especially solar PV, is a plus
  • Emerging market experiences in the energy sector and financing related experience would be an advantage
  • Experience as a lender’s engineer is a plus
  • Experience in the MEA region is a plus
  • English skills are a must; French language skills are a plus
Competencies
  • Successful track record drawing from demonstrated technical expertise in one or several of the following areas: electricity utility operations, planning and implementation of projects on power generation, grid-tied solar power, transmission and distribution, and power project development
  • Flexibility, responsiveness and ability to manage multiple activities to tight deadlines
  • Direct experience with due diligence review of new/internal investment and project proposals
  • Excellent interpersonal and teamwork skills, with demonstrated ability to lead and work in multidisciplinary teams
