The Opportunity 

This position provides strategic and technical support to the Chief Impact Officer on our organization-wide impact strategy, research quality, and evidence use/generation. It is responsible for strategic input and technical support to ensure high-quality evidence-informed research and program design. This position contributes to the capacity-building of LG I&E, Innovation, analyst, and M&E teams, as well as sharing learnings internally and externally. 

Your Charge

The successful candidate will take the overall lead in delivering Living Goods’ research and evaluation pillar, prioritizing learning outputs linked to our departmental and organizational big wins including such outcomes such as measuring CHW impact, supportive supervision, and our DESC (digitally enabled, equipped, supervised, and compensated) framework.  As LG continues to respond to the challenge of delivering essential health services at community level in the context of COVID-19, this position will play a critical role in designing and managing impact measurement strategies and field tests for community-based sentinel surveillance and new ‘exemplar’ community health deployments.

The successful candidate will possess the technical expertise to carry out this charge, but also see the big picture and relevance to prioritize and strategically focus on the most important outcomes, while ensuring we deliver high quality learning outputs and products to tell our impact story and support advocacy efforts.

To fully succeed in this role, you will not only scope and design highly relevant research projects but subsequently manage these projects effectively towards our overall learning agenda in close collaboration and support from global and country-level technical and program teams. 

In executing your duties as the primary technical lead for research and evaluation, you will contribute to and support the Chief Impact Officer to continuously improve the I&E team functions and structure, and build effective partnership with appropriate country-level technical staff. This includes strategic input and technical support to develop research-related systems, processes, and protocols to operationalize the I&E impact strategy and learning agenda, and developing appropriate accountability and approval procedures to ensure organization-wide fidelity to impact measurement.

Roles and Responsibilities

Research and Learning Strategy & Design – Ensure our learning agenda is informed by existing evidence and focused on generating new evidence aligned with LG’s strategic objectives; Design and manage impact measurement strategies and field tests for community-based sentinel surveillance and new ‘exemplar’ deployments. Assess and prioritize research questions to align with learning agenda; Lead technical guidance/management to innovation, analyst, and M&E staff to adhere to research systems/processes/protocols to ensure high-quality research design, implementation, and analysis.

Evidence-based Program Advise – Provide research and evidence input via literature reviews, meta-analysis, etc. to leadership to ensure program prioritization and selection is informed by existing evidence; Guide field operations teams on technical elements of program design to ensure fidelity to evidence and alignment with learning objectives.

Research collaboration – Advise the Chief Impact Officer and organization leadership on strategic external research partnership and sharing opportunities; Expand and deepen strategic global research partnerships, as well as research collaboration across internal teams; Share learnings externally directly and provide strategic guidance to the Advocacy team on external influence opportunities; Provide strategic guidance to Business Development team on research funding opportunities; Lead technical input on research funding proposals.

Professional development & capacity-building – Provide technical mentorship to innovation, analyst, and M&E staff and advise on capacity-building opportunities; Share relevant literature with leadership to enable and encourage evidence-informed decision making.

Administrative/Other – Contribute to I&E team and country-level research annual planning & budgeting; Lead or participate in internal and external steering committees and technical working groups as assigned and appropriate.

Skills and Competencies

  • Strategic thinking: Strategic thinking/analysis, systems/protocols/policy development, proposal development
  • Technical expertise in: Epidemiology & surveillance, bio-statistics, implementation science, research methods and sampling (particularly using randomized study designs), and research project management
  • External-facing: Public speaking/presentation development, partnership management, stakeholder engagement, writing for peer publication and general audience, analysis.
  • Interpersonal: collaborative/team research, skills and capacity-building, cultural sensitivity.

Minimum Qualifications 

  • Master’s degree , doctorate preferred, with at least 13 years relevant work experience in research design, implementation, project management, analysis and publication.
  • Master’s degree in public health epidemiology, health systems strengthening, health policy, implementation science, quantitative research or related field.  
  • At least 5 years leadership or management experience.
  • Public health experience in a diverse range of technical areas relevant to the delivery of community health.
  • Strong computer skills with proficiency in statistical programming and analysis software (R, Stata, Python) and geo-spatial data management and analysis.
  • Professional qualifications preferred.
