TERMS OF REFERENCE SIGN LANGUAGE INTERPRETER

Plan International has been operating in Kenya since 1982 and to-date continues to work in 9 counties: Nairobi, Machakos, Kajiado, Tharaka Nithi, Siaya, Kwale, Kilifi, Homabay and Kisumu. We work with people and partners to:
• Empower children, young people and communities to make vital changes that tackle the root causes of discrimination against girls, exclusion and vulnerability.
• Drive change in practice and policy at local, national and global levels through our reach, experience and knowledge of the realities children face.
• Work with children and communities to prepare for and respond to crises and overcome adversity.
• Support the safe and successful progression of children from birth to young adulthood.

1.1 Overview of Innovation to Inclusion project
Innovation to Inclusion (i2i) is a three-year programme funded by UK government, the Foreign, Commonwealth and Development office (FCDO). The programme is implemented in Kenya and Bangladesh by a consortium of partners and led by Leonard Cheshire. Consortium members include Plan International, CBM, European Disability Forum (EDF), International Labour Organization (ILO), London School of Hygiene and Tropical Medicine (LSHTM), Global Disability Innovation Hub (GDIH), the World Bank, Action Network for the Disabled Kenya (ANDY) and the Bangladesh Business and Disability Network (BBDN).
Plan International is implementing an i2i pilot project in Nairobi informal settlements, with an aim to increase meaningful inclusion of women with disability into waged employment in the private sector. Through this pilot project Plan International will strive to adopt a gender transformative approach – challenging harmful gender norms, stereotypes and power dynamics that prevent women with disabilities from economically participating in the society.
Persons with hearing impairment (Refers to those who have gone through the formal education system ) / deaf predominantly faces communication barriers, this is attributed to the lack of provision of sign language interpreters at service points or during the meetings, and trainings yet, it is within their fundamental rights to access information as enshrined and emphasized in United Nation Convention on the rights of persons with disability under Article 5 on Equality and non-discrimination; the Kenya Constitution, Article 27 section 4 and 5, and the Disability Act of 2003.
Plan International as an organization is sensitize and ascribes to international and national laws, guidelines and standards which promotes equality and inclusion of all persons irrespective of their gender, age, disability, race, sexual orientation religion and ethnic background. Being cognizant to the plight of persons with hearing impairment during service delivery and proponents of embracing equality and inclusion.
Plan International seeks to engage qualified and experienced sign language interpreter as a measure for reasonable accommodation on call basis to provide sign language services targeting persons with hearing impairment/deaf within its programs and project intervention when called upon.
2. RESPONSIBILITIES OF THE LANGUAGE INTERPRETERS
Provide sign language (SL) interpretation services especially; during trainings, meetings and workshops for beneficiaries with hearing impairments.
• Be on time whenever called upon and be present until end of the faction
• The holder of this position MUST practice confidentiality, adhere to do no harm principle and Plan International safeguarding guidelines.
· Diploma in Kenyan Sign language with at least 3 years’ experience working experience.
Experience in counseling will be an added advantage
MUST have Knowledge and experience in working with children, girls, women and men with hearing.
Ready to offer sign language interpretation services on call
Ready to respect Plan International terms and conditions during the contract period
Must attach a valid tax compliance certificate.
4. SERVICE DURATION AND LOCATION
The SL services will be provided in Nairobi County, on need basis.
During the engagement period the sign language interpreter will closely work together with the lead project persons (Project Manager, Coordinator, Officer, Assistant), .
The sign language interpreter will be requested to share on needs basis:
Challenges experienced and proposed solutions to these challenges
Specific action or involvement required from Plan International for full engagement of persons with hearing impairment.
6. RESOURCE PERSON
Within the framework of the service provision, the sign language interpreter will be asked to collaborate with Plan International’s teams and in particular the lead person on the project/program who will be the point of contact.
