JOB SUMMARY
Reporting to the Area Manager, the DRR Project Officer will facilitate successful implementation of DRR project in partnership with ADRA Kenya in Turkana County. S/he will be responsible for strengthening the coordination structures and communication at the county level to address the effect of disasters. The position will be responsible for the overall implementation of project activities including participation in emergence response coordination activities, providing cash transfers for accessing food and other agriculture inputs and awareness campaigns on COVID-19 containment The DRR Project Officer will work closely with the area Local partner Programme Co-ordinator (PC) and technical staff from ADRA Kenya and ChildFund Kenya in planning, implementation and reporting the progress.
 
He/she will be expected to develop and maintain a good relationship with the Target Community, relevant Government Departments at the national and county government staff based at the sub-county and County level and all other agencies and stakeholders who are key in the delivery of the project activities. The position entails direct interaction with the beneficiaries and upholding humanitarian standards.


DUTIES/RESPONSIBILITIES
  • Lead and work with other stakeholder to design of tools and process for strengthening coordination structures and communication at the county level to address the effect of disasters.
  • Mobilize communities, project beneficiaries and stakeholders to full participate in the project activities,
  • Facilitate project planning, monitoring and implementation of the project in the sub-county. S/he will ensure that all planned project activities are delivered on timely as per the project detailed implementation plan, quarterly workplan and budgets,
  • Coordinate and follow-up with county and national government staff in planning, delivery, review, and follow-up of project activities including mobilization of CMDRR committees, Training on CMDRR, Child Protection in Emergencies (CPiE), joint stakeholders’ forums and other technical aspects of the project.
  • Facilitate the Establishment/review and update of Early Warning Systems for preparedness and response in the County.
  • Facilitate the dissemination of information on Early warning, Emergency Preparedness and planning and Child Protection in Emergencies through use of local radio FM.
  • Ensure good coordination of the response and awareness of COVID-19 prevention measures among the community in Turkana County.
  • Plan and implement Cash Transfer programme to support vulnerable households with children below 5 years of age and pregnant and Lactating Women, Disabled and Elderly affected by the emergencies (desert locust invasion and flooding) to access nutritious food.
  • Ensure training of the Child Protection focal points is conducted to ensure/support on appropriate nutrition/feeding practices of children.
  • Undertake post distribution Monitoring (PDM) for the project.
  • Conduct regular project monitoring and review visits to project activity sites and prepare and submit field reports to the Project Coordinator at least monthly.
  • Oversee the proper utilization of project budget and ensure high level of financial accountability and reporting.
  • Plan and carry out Jointly monitoring of project activities with ChildFund Kenya and ADRA Kenya technical teams, and County/National government line ministries and ensure timely implementation of recommendations from the joint monitoring team.
  • Plan and actively participate in monthly and quarterly Project Management Unit (PMU) meeting and project review activities.  
  • Establish and maintain good working relationships with the relevant Government line ministries and departments at County/Sub-County and Ward levels, with National and international NGOs, community-based leaders, and other community structures.  S/he in conducting regular meetings with local administration and implementation partners on issues relevant to the implementation of DRR Projects.
  • Assist in organizing donor and VIP missions to DRR project Field sites.
  • Supervise the efficient distribution of project commodities at Field sites and ensure proper accountability and provide feedback to the Project Coordinator.
  • Develop operation movement plans, work plans and reports on the assigned Sub-County.
  • Supervise and undertake capacity building initiatives for other Field staff and Communities/committees.
  • Conduct data collection and ensure that the project objectives are achieved.
  • Integrate and Mainstream Child protection and climate change measures into the Project.
  • Represent the project in different fora in the assigned Sub-County.
  • Perform other related duties as required.

QUALIFICATIONS/EXPERIENCE
  • Bachelor’s degree in Disaster Management, Climate Change, Community development, Urban and Rural Development, Agriculture or any other DRR related field.
  • Fluency in written and oral English, Kiswahili and working knowledge of any of the local languages (Ngaturkana) will be an added advantage.
  • At least 3 years working experience in designing, implementing, and monitoring donor funded projects.
  • Knowledgeable in community Managed Disaster Risk Reduction (CMDRR), Climate Change Adaptation (CCA), Humanitarian Standards, Participatory planning and learning techniques and SPHERE Standards.
  • Solid understanding of and expertise in community engagement processes and links to local governance.
  • Proficiency in use of relevant computer packages
  • Strong communication, report writing, presentation and interpersonal skills.
  • Experience and familiarity with ASAL Counties is an added advantage.
  • Willing and ability to work and live-in rural setups with minimal supervision
