JOB TITLE Assistant Manager, ICT
DEPARTMENT/DIVISION/UNIT Corporate Services
GRADE/LEVEL PCF 4
IMMEDIATE SUPERVISOR Chief Manager Corporate Services  



1.0 PURPOSE OF THE JOB (JOB SUMMARY)

Responsible to the Chief Manager Corporate Services for planning, co-ordination, design, implementation and control of ICT infrastructure in the Fund.  


2.0 DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities will entail:

i) Initiating formulating and implementing of ICT policies, strategies and procedures;

ii) Initiating development of work plans, procurement plans and budget for the Unit;

iii) Systems development, implementation and allocation;

iv) Initiating formulation and implementation of policies, strategies and procedures;

v) Coordinating systems development, implementation and maintenance;

vi) Carrying out feasibility studies;

vii) Preparing progress reports of the systems development;

viii) Evaluating systems and ensuring adherence to established ICT Standards;

ix) Participating in planning, monitoring and evaluating program/activities within the Unit;

x) Initiating measures to ensure adherence to Information Communication Technology standards;

xi) Liaising with user departments to ensure effective maintenance of ICT equipment;

xii) Reviewing and evaluating hardware maintenance feasibility studies and detailed specifications before implementation; 

xiii) Initiate preparation and implementation of the Department’s performance contracts; and

xiv) Assessing performance, mentoring and coaching of staff under the Officer’s purview.

 

3.0 REQUIREMENTS FOR APPOINTMENT

For appointment to this grade, an officer must have;-

i) Bachelor’s Degree in Computer Science or Information Technology or its equivalent from a recognized and accredited institution;

ii) Master’s degree in either Computer Science, Information Technology, or its equivalent from a recognized and accredited institution;

iii) Membership with relevant professional body; 

ix) Senior Management Course (SMC) or its equivalent will be an added advantage;

iv) Demonstrated merit and ability as reflected in work performance and results.

v) At least eight (8) years’ relevant experience, of which, three (3) years should be at a management position.

Terms of Offer:

An attractive remuneration package commensurate with the responsibilities of the position will be negotiated with the successful candidate. Successful candidates in job grades PCF2 and PCF3 will be engaged on a five (5) years contract renewable based on performance.

Shortlisted candidates will be required to produce the following statutory documents during the interview:

• Tax compliance certificate from Kenya Revenue Authority;

• Clearance Certificate from Higher Educations Loans Board;

• Clearance from the Ethics and Anti-Corruption Commission;

• Certificate of Good Conduct from the Directorate of Criminal Investigations;

• Clearance from an approved Credit Reference Bureau;

• National Identity Card.


Applicants are also notified that shortlisted candidates may have to undergo and necessary integrity background checks with relevant law enforcement institutions.
