1.0 PURPOSE OF THE JOB (JOB SUMMARY)
Responsible to the Managing Trustee for management of the Supply Chain function in the Fund.
2.0 DUTIES AND RESPONSIBILITIES
Specific duties and responsibilities will entail;
i) Formulating and interpreting supply chain policies, regulations and procedures;
ii) Overseeing development of work plans, procurement plans and budget for the Unit;
iii) Overseeing operationalization and implementation of all applicable laws, regulations and guidelines;
iv) Advising the Board and the management on supply chain statutes, policies and procedures;
v) Ensuring sound procurement processes are applied to all procurement transactions in the Fund;
vi) Coordinating preparation of annual procurement and disposal plans within the Fund;
vii) Ensuring implementation of government procurement policies;
viii) Providing overall guidance on contract preparation and management;
ix) Overseeing preparation of periodic procurement reports;
x) Overseeing preparation of required tender notices and advertisements;
xi) Overseeing pre-qualification of suppliers;
xii) Coordinating disposal activities;
xiii) Coordinating the evaluation of tender documents and presentation to the relevant committee for adjudication;
xiv) Monitoring contracts and vendor performance;
xv) Maintaining an effective stores management system;
xvi) Overseeing the provision of secretarial services to the tender opening, disposal and evaluation committees;
xvii) Preparing and presenting Board papers; and
xviii) Assessing performance, mentoring and coaching of staff under the officer’s purview.
3.0 REQUIREMENTS FOR APPOINTMENT
For appointment to this grade, an officer must have:
i) Bachelor’s degree in either Procurement and Supply Chain Management, Business Administration (Supplies Management option) or Commerce (Supplies Management option)
Bachelor’s degree in Business Administration (Marketing option) or Commerce (Marketing option) plus a Diploma in Supply Chain Management or its equivalent from a recognized and accredited institution;
ii) Master’s degree in either Procurement and Supply Chain Management, Logistics and Supply Chain Management, Business Administration, Commerce, or its equivalent qualification from a recognized and accredited institution;
iii) Senior Management Course (SMC) or its equivalent will be an added advantage;
iv) Registered with the relevant professional body – Kenya Institute of Supplies Management/ Chartered Institute of Purchasing and Supplies;
v) Membership with the Kenya Institute of Supplies Management;
vi) Proficiency in Computer Applications;
vii) Demonstrated outstanding professional competence and managerial administrative skills and ability.
viii) At least eight (8) years’ relevant experience, of which, three (3) years should be at a management position.
Terms of Offer:
An attractive remuneration package commensurate with the responsibilities of the position will be negotiated with the successful candidate. Successful candidates in job grades PCF2 and PCF3 will be engaged on a five (5) years contract renewable based on performance.

• Tax compliance certificate from Kenya Revenue Authority;
• Clearance Certificate from Higher Educations Loans Board;
• Clearance from the Ethics and Anti-Corruption Commission;
• Certificate of Good Conduct from the Directorate of Criminal Investigations;
• Clearance from an approved Credit Reference Bureau;
• National Identity Card.
