Job Purpose

The post holder will support a transitional period within the Africa Programme (AP). And will be responsible for management of the AP budget and maintaining robust financial and operational management systems for programming in Mali, Nigeria, Niger, Chad, Democratic Republic of Congo (DRC), Rwanda, Kenya and Ethiopia. The role will cover all aspects of financial accounting and reporting, management of grants, and capacity-building of country office colleagues. The post-holder will also support in analysis of needs, gaps and strengths as part of an institutional change management process. The post holder will provide the AP with expert, yet accessible, financial and administrative advice and information, and with technical support and supervision.

Duties and Responsibilities;

1. Provide support to country office teams on programme financial and operation management

– Support country finance managers to update operational budgets and address funding gaps
– Support country teams to prepare closeout spending and operational plans for grants and contracts ending during the period, particularly CSSF Nigeria, USAID Kenya, and MSI DRC
– Lead implementation of finance and grants support component of DRC Resource Plan, including:
o Support to budget management
o Working with Finance Manager to build capacity of Project Managers in grants management
o Preparation of audits
o Recruitment of strategic positions

– Support to financial and operational planning of Nigeria country office
o Support to budget management
o Improving finance staff capacity and systems
o Rollout of new salary scale
o Tracking and management of commercial contracts

In collaboration with the Africa Grants and Finance Officer
– Review donor financial reports
– Review budgets for donor proposals and support collation of documentation
– Review new donor contracts and ensure compliance of country finance and operational systems for new grants
– Update monthly monitoring budgets (MOBs)

2. Implement Alert and Africa Programme financial processes

– Monitor and plan expenditure of Africa Programme Budget, including salary planning, overhead tracking and managing unrestricted spending and gaps
– Oversee country and regional spending reforecast in May
– Support to USAID 2020 audit and other relevant audits arising
– Support analysis of Africa financial and operational needs and contribute to Resilience Plan change management process

3. Ensure operational needs identified and met

– Lead on registration of International Alert in Niger
– Work with Finance and Operations team to resolve Alert Europe/Alert UK relationship and ensure application for relevant EU contracts in Nigeria and Niger
– Lead analysis of operational needs for Alert operations in Ethiopia (registration, security analysis, etc.)
– Coordinate and collaborate with Alert Human Resources and Security teams to respond to country office support needs

4. Provide technical support and coaching to Africa Grants and Finance Officer

-Provide direct support and accompaniment to ensure the following tasks are completed on time and with quality:
– Office transfers
– Month end accounts and process
– Commercial contracting invoicing
– Timesheets
– Year end – audit/balances etc.
– Payment approval forms and justifying documents
Travel requirements
Due to the current pandemic and travel restrictions it is not anticipated that travel will be required in this role. The position-holder may be asked to come to Alert’s office in London.

Relevant education to a degree level
Financial qualification (ACCA or equivalent)
Experience of financial systems management
Demonstrable experience of grants management in an INGO environment including:
• creating/working with complex budgets, forecasts, plans 
• compiling financial reports from a variety of sources
• building and sustaining relationships with donors/partners/stakeholders
Experience of strategic financial management gained in an (I)NGO
Experience with capacity building of colleagues and partner organisations
Fluency in spoken and written English


Experience of working overseas in an (I)NGO in an African conflict context
Oral and written fluency in French
Experience of developing, negotiating and managing commercial bids and contracts
Demonstrable knowledge of good practice in recruitment and human resource management
Experience of developing, negotiating and managing commercial bids and contracts
