Base Line Survey Consultant – RELI

Role overview
The purpose of the assignment is to conduct a baseline survey to establish benchmarks for onward measurement of intended and unintended change/outcomes in targeted project areas. This assignment will be conducted by a lead consultant as will be contracted by VSO.
Skills, qualifications and experience
The lead consultant will possess the following minimum skills:
a) Strong experience in Monitoring, Evaluation and Research, preferably within the area of education; inclusion and child protection
b) Strong experience in people centred and rights-based programming at policy, strategy as well as implementation level
c) Strong experience in participatory and inclusive assessment/research methodologies and learner centred approaches
d) Good understanding of inclusion issues
e) Broad previous experience with multi-county/county evaluations
f) Excellent analytical, facilitation, communication and report writing skills.
g) At least a master’s degree in relevant field
h) A valid Kenyan certificate of good conduct
