KURA is responsible for the management, development, rehabilitation and maintenance of Urban National Trunk Roads. Other functions of KURA include – Constructing, upgrading, rehabilitating and maintaining roads under its control; Controlling urban roads reserves and access to roadside developments; Implementing road policies in relation to urban roads; Ensuring adherence by motorists to the rules and guidelines on axle load control prescribed under the Traffic Act CAP 403 and any regulations under the Act; Ensuring that the quality of road works is in accordance with such standards as may be defined by the Cabinet Secretary ; In collaboration with the Ministry responsible for transport and the Police Department, oversee the management of traffic and road safety on urban roads; Monitoring and evaluating the use of urban roads; Planning the development and maintenance of urban roads; Collecting and collating all such data related to the use of urban roads as may be necessary for efficient forward planning under this Act; Preparing the roads works programmes for all urban roads; Liaising and coordinating with other road authorities in planning and on operations in respect of roads; Advising the Cabinet Secretary on all issues relating to urban roads; and Performing such other functions related to the implementation of this Act as may be directed by the Cabinet Secretary Our Mandate The mandate of KURA as defined in the Kenya Roads Act, 2007 is the Management, Development, Rehabilitation and Maintenance of Urban National Trunk Roads. Job Summary

An officer at this level will be deployed to head the HRM & Administration and will be responsible to the Director (Corporate Services). He/she will be in charge of the strategic and professional leadership of the Authority’s HRM and administration functions in order to attract, motivate and retain a competent workforce for the achievement of the Authority’s overall goals and objectives.

Duties and Responsibilities

  1. Forecast and plan human resource needs in line with the strategic goals of the Authority;
  2. Sign the Annual Departmental Performance Contract with the Director (Corporate Services), cascade and oversee implementation of agreed targets;
  3. Manage the recruitment, selection, placement and induction of staff in the Authority;
  4. Spearhead training and development initiatives based on clearly identified needs and gaps and evaluate the effectiveness of such training;
  5. Oversee the development of the HRM Department Annual Budget and Procurement Plan;
  6. Establish initiatives towards a corporate culture that facilitates achievement of Authority’s mission and vision;
  7. Advice on the development, review and implementation of human resource management policies to facilitate attraction, motivation and retention of staff;
  8. Provide expert advice to the Board of Directors and Management on all matters relating to human resource management;
  9. Oversee implementation of Management and Board resolutions;
  10. Ensure compliance to legislation, rules, regulations and policy frameworks on human resource management matters;
  11. Oversee development of workload analysis to minimize duplication of tasks, activities and re-design jobs;
  12. Establish internal monitoring and control systems to ensure Departmental objectives are effectively and efficiently achieved;
  13. Coordinate succession planning initiatives in the Authority;
  14. Oversee the management of service contracts and service level agreements for outsourced services;
  15. Oversee the process of acquiring new service providers related to all outsourced services falling under administration section; enumerate
  16. Oversee administration services including acquisition and maintenance of assets transport, security, records management, cleaning, space allocation, among others;
  17. Review and submit periodic reports on human resource management & administration issues to relevant stakeholders;
  18. Oversee the development of staff welfare and wellness programs;
  19. Spearhead and promote change management programmes in the Authority;
  20. Spearhead the formulation and implementation of Performance Management Systems for the Authority;
  21. Manage departmental risks; and
  22. Serve as a link between management and employees in grievance and dispute resolution.

Qualifications and Experience

For appointment to this grade, a candidate must;-

  1. Minimum ten (10) years relevant work experience and at least five (5) years in a supervisory role in comparable and relevant position in the Public Service or Private Sector;
  2. Must have served as an Assistant Director (HRM) or its equivalent for at least three (3) years in a comparable organization;
  3. Bachelor’s Degree in any of the following disciplines:- Human Resource Management, Personnel Management, Public Administration, Business Administration or equivalent qualifications from a recognized institution;
  4. Master’s Degree in any of the following; Human Resource Management, Human Resource Development, Industrial Relations, Business Administration or equivalent qualification from a recognized institution will be an added advantage;
  5. Certified Human Resource Professional (CHRP)/Higher Diploma in HRM or its equivalent from a recognized institution;
  6. Valid Practicing Licence from IHRM;
  7. Certificate in Senior Management course lasting not less than four (4) weeks from a recognized institution;
  8. Be a Full Member in good standing of the Institute of Human Resource Management; and
  9. Must have demonstrated merit and ability as reflected in work performance and results.

Clearance by the Ethics and Anti-Corruption Commission (EACC) will be sought by the Authority in line with the Commission’s Circular dated 9th April 2020.
