 Project Overview and Role:

The aim of the Challenge Fund for Youth Employment (CFYE) is to improve economic prospects – via decent
work and income – for up to 200,000 young men and women in the Middle East, North Africa and Horn of Africa.
In particular, the Fund will focus on opportunities for young women.
Private sector companies in Sudan, Jordan and Kenya were invited to submit concept notes geared to scalable
solutions for creating more and better jobs and income generating opportunities for youth. Project proposals
had to meet certain minimum eligibility – e.g. minimum number of jobs, minimum amount of co-funding – and
were assessed on a competitive basis. This led to a shortlist of applicants who have been invited to present a
full business case to request funding for their project.
The applicants are entitled to receive guidance during the business case formulation phase, which will start with
a webinar to introduce the shortlisted applicants to the business case template and inform them of the selection
criteria that will apply. Subsequently, each applicant will be assigned a coach who they can consult with during
the process, to support them in presenting their case in the best possible way and enhance their chances of
being selected.
We are looking for 3 business case coaches (Consultants) to support the applicants in Kenya.

Objectives of the Business Case Coach:

The coaching for the business case formulation has the following general and specific objectives:
General objective:
– Ensure that the applicants understand clearly what we expect from them and that they address all the relevant
aspects of their project proposal adequately in their business case. The coach will be expected to act as a
‘sounding board’ for the applicant to develop ideas for presenting their project’s business model.
Specific objectives:
– Ensure that the business model underpinning the proposed project is adequately thought through and
articulated in the business case submission
– Ensure that the pathway to employment is described as clearly and as succinctly as possible;
– Ensure that CFYE’s key impact areas (decent work, gender, youth and ESG) are well-integrated within
the description of the business model and employment creation pathway;
– Ensure that the applicant presents their business case to the best of their ability.

Primary Duties and Responsibilities: 

The business case coach is expected to provide up to 8 hours of support to the assigned applicants (level of
effort further explained below). This support will be provided in no more than 3 online sessions, organized with
the applicant and their consortium partner. The coaching sessions will be demand-drive I.e. they will focus on
areas that the applicant specifies that they need technical support with, while at the same time seeing to it that
the pathway to employment is well explained and the thematic areas are well addressed.

More specifically, the business case coach will perform the following activities:
– Answer any clarification questions regarding the business case template, supplementary documents
that are required to be submitted or other guidance documents provided for business case
development;
– Liaise with the CFYE Country Lead when and where necessary to get further clarification;
– Set up a meeting for the applicant with a impact area expert on a specific issue, if necessary and
requested by the applicant;
– Brainstorm with the applicant on how to formulate specific parts of the business case;
– Steer the applicant in the right direction by asking relevant questions during the process;
– Act as a sounding board for the applicant during the business case formulation phase;
– Document the minutes of each coaching session in a pre-specified format provided online
– Provide an assessment of the applicant/business case development process at the end of the coaching
process in a pre-specified format.

The business case coach is not expected to:
– Write (sections of) the business case for the applicant
– Share inside information of other shortlisted applicants with their coachee.
– Exceed the maximum time available for the coaching (8 hours)
– Make any commitment to the applicant or create false expectations regarding the outcome of the
selection process
– Accept any reward from the applicant in case their project is selected for a CFYE grant.

It should be clear to the applicants that they bear the sole responsibility for the business case and its content,
and that they can in no way hold the coach responsible if their project is not selected.

Key Deliverables:
– Set up meetings and lead all sessions with applicants to fulfill the 6-8 hours of coaching time per applicant
– Document the minutes of each coaching session in the specified format
– Review in details each applicant’s concept note, evaluation feedback and other related documents
– Review in details the CFYE processes, business case template, guidance pack, associated templates and understand the mechanisms outlined necessary to guide applicants
– Attend internal debriefing sessions and provide assessment of applicants as a result of coaching provided
– Attend on-boarding session
– Report timesheet and invoicing as requested by the assignment manager and/or country lead

Planning and expected Level of Effort (LOE):
The total level of effort is estimated as follows:
– 2 days overall for administrative tasks, complying with reporting and documentation requirements as
well as the on-boarding & debriefing sessions
– 2 days of work for each applicant they work with, with a maximum of 6-8 hours of coaching with the
applicant and remaining time for reviewing their concept note, evaluation feedback and other related
documents in preparation for coaching
–  Each coach will be expected to work with up to 4 applicants

The timelines for coaching activities are expected to start in the week commencing 14th June for on-boarding.
sessions, and for applicant interactions to start in the third week of June.
For each additional business case, add 16 hours for coaching e.g. if a coach is working with 3 applicants, the
anticipated LOE associated with this assignment will be a total of 8 days (2 days of reporting, and 2 days each
per applicant).
The maximum LOE associated with this assignment is 10 days (80 hours).

Required Qualifications:

The business case coach should meet the following qualifications:
– Have significant experience in developing proposals for private sector development projects, (preferably
with a focus on job creation);
– Have experience in coaching businesses in developing business plans or funding proposals;
– Have a good understanding of the local context of private sector development in the countries specified
– Have a thorough understanding of the objectives of the CFYE (this will be further developed through
an induction workshop before the coaching kicks off)
