Background – Western Water program

Western Water program seek to strengthen the water sector in Western Kenya by addressing underlying constraints in the system through data and technology, process innovation, coordination between sector stakeholders, and behaviour change. The project goal is to ensure efficiency of water service delivery, better use of water resources, strengthened sector governance, and increased investment by the private sector. The project targets the rural and urban water services, and water resources management in 8 counties: Kisumu, Kakamega, Busia, Bungoma, Kisii, Migori, Homabay and Siaya.

Job Summary:

As Program Manager II – WASH Finance and Partnerships Technical Lead you will work closely with the Chief of Party and other Technical Leads.  You will be responsible for leading the design, implementation and ensuring accelerated water sector financing and private sector engagement interventions.  This includes but is not limited to; sector mapping, establishing and cultivating strategic relationships, representing the project and CRS in external settings, work closely with county and regional authorities and officials to build capacity, systems and enhance the sustainability of program activities in all project aspects. Your management and technical knowledge will ensure the delivery of high-quality programming. As a senior leader you will proactively manage and mitigate project related risks.

Roles and Key Responsibilities:

  • Steer all the interventions to improve investment readiness focusing on financing and creditworthiness assessment for water utilities and oversee development of  public-private partnerships initiatives of the project
  • Engage private sector, civil society, and government partners to develop market-led solutions and business enabling opportunities to Water sector competitiveness
  • Oversee business planning, training and investment mobilization for target water utilities and small scale water service providers
  • Supports selected county governments and water utilities to prepare bankable investment plans
  • Participate in WASH networks, meetings, and select technical working groups as appropriate to represent the project to ensure collaboration and project visibility 
  • Provide integral support to WASH financing and Private Sector Engagement knowledge management efforts
  • Maintain relationships with key staff of consortium partner organizations regarding financing and private sector engagement in line with CRS partnership principles

Qualifications

Required Qualifications and Experience

  • Masters degree in a relevant discipline (e.g., finance, business administration, economics, engineering etc.) required;
  • Relevant professional qualifications an added advantage
  • Minimum 7 years of relevant professional experience, steering financing and partnerships on water, sanitation, energy or infrastructure finance and investment issues
  • Recognized technical experience and qualifications in sector
  • Demonstrated experience of successful management, including management of functions of complex, multi-activity projects.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems

Knowledge, Skills & Abilities

  • Good knowledge of gender responsive and/or transformative WASH system strengthening and governance principles, methods, and monitoring tools.
  • Knowledge/experience in working with finance and business development agencies to improve WASH services.
  • Knowledge/experience in market-based approaches to develop WASH services.
  • Knowledge/experience in behavior change strategy development.
  • Experience working in the Kenyan context.

  • Very good strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
  • Very good relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Team leadership abilities with diverse/multi-disciplinary teams.
  • Proactive, resourceful, solutions-oriented, and results-oriented.

Required Languages – English Fluency, Knowledge of a main national language preferred.

Travel – Must be willing and able to travel up to 25%.

Supervisory Responsibilities: Program staff

Key Working Relationships:

Internal: Chief of Party, Deputy chief of party Donor, Western water program consortium members, Country Representative, Head of Programming, Programming staff, Finance Manager, Deputy Regional Director for Program Quality, Regional Technical Advisors, HQ based Public Donor Liaison.

External: Government agencies, partner INGOs and local NGOs, peer agencies, community representatives, private sector actors, including financial institutions.
