Job Description

The Senior. RH/CHP/HIV Officer shall be responsible for the overall implementation of integrated Reproductive and community health program activities and services offered in Hagadera Refugee camp.

Key Responsibilities:

Program Management:

  • Coordinate the health promotion, immunization, diseases surveillance activities at camp level.
  • Overall responsibility of Ensuring Antenatal Care, Postnatal Care services, Family Planning and EPI services at the health facility delivery points are in line with MOH guidelines.
  • Design an integrated Community Health Program that will encompass health outreach, Reproductive Health and Health Promotion in consultation with the Program Managers and Field Coordinator.
  • Ensure appropriate monitoring, implementation and support of the Community health program and RH through supervision of CHP officers including Community Reproductive Health, Community based disease surveillance and hygiene promotion.
  • Review and assist in implementation of the Reproductive Health and community health program work plan.
  • Overall responsibility in ensuring appropriate record keeping and monitoring service delivery and Data Quality of community based and Reproductive health information, regular reporting and follow up from all health units
  • Ensure high program coverage of Reproductive Health and EPI indicators
  • Monitor and ensure auxiliary services are in place to support quality Reproductive and Community Health services i.e. necessary drugs in the pharmacy, Community Health outreach supplies, reproductive health supplies, and tests being carried out in the laboratory.
  • Monitor and ensure proper utilization of IRC issued community health program supplies, including Reproductive and family planning program supplies
  • Assist the program managers in developing a plan for training of Auxiliary staffs mainly Community Health Workers/Safe Motherhood Promoters and Reproductive Health Assistants.
  • Assist in response and management of public health emergencies and participate in the development of disaster preparedness systems. Including Review and update annual disease preparedness plans in consultation with other program managers.
  • Provide technical support in ensuring that there is effective public health surveillance conducted at the community level.
  • Assist in Coordinating internal occasional Outbreak Control Coordination Team (OCT) and carry out community-based public health interventions during communicable disease outbreaks.
  • Seek out and nurture quality partnerships with community structures Ministries of health and strategic partners, including international NGOs
  • Participate in the Outbreak Control Coordination Team (OCT) and carry out community-based public health interventions during communicable disease outbreaks.
  • Support the health manager in developing and implementing strong integrated community health strategies using appropriate tools to maximize project impact on the beneficiaries.
  • Set SMART performance indicators ensuring adherence to technical standards, best practices and donor guidelines.
  • Coordinate community health campaigns including vitamin A supplementation campaigns, National Immunization Days (NIDs) and other similar campaigns.
  • Seek out and nurture quality partnerships with community structures Ministries of health and strategic partners, including international NGOs
  • Foster inter program linkage (Health, CHP, nutrition, WPE and RH-HIV)

Human Resource Management

  • Directly supervise and mentor the 4 CHP officers, 1 CCC/TB clinical officer and 1 MARPS nurse in the field.
  • Directly supervise 2 counterpart managers. -the department has 120 CHWs, 24 RH/HIV incentive Staff
  • Support national staff recruitment in conjunction with the Human Resources Department and maintain updated job descriptions, conduct interviews, and orient new staff.  
  • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.
  • Oversee continuous training programs for the Reproductive Health and Community health staff as well as organizing trainings with consultants as per the annual work-plan & budget.
  • Occasionally monitor and evaluate staff performance according to their job description and provide written feedback in a timely manner.
  • Determine staffing needs for community health program and advise the management on the staffing gaps and other challenges in the CHP.
  • Orient the new staffs about the CHP activities and linkages to other health programs.
  • Conduct staff appraisal, feedback session, caution and separation according to the IRC policy.

Grant implementation and Budget management

  • Participate in development, monitoring and implementation of health budgets and activities, in alignment with agreed and/or contractual timelines.
  • Represent the RH, HIV, CHP and TB department in grants meetings (grants opening, budget review and grants closure meetings).
  • Participate in proposal development and donor reports writing.
  • Prepare spending, procurement and staffing plans for the RH/HIV, CHP and TB department.
  • Monitor and track program budget expenditure and where possible advise for revisions and realignment.


  • Monitor closely and report on the relevant health indicator trends and ensure appropriate action is taken.
  • Ensure maintenance of an efficient statistical reports relating to Reproductive and Community health from all service delivery points are accurate, adequately captured and submitted weekly, monthly and annually including appropriate follow up for all the group of interest.
  • Attend meetings concerning overall health program issues.
  • Keep the line Program Managers & FC informed of all developments through regular reports.
  • Attend all health coordination meetings and management meetings in the field.
  • Compile weekly, monthly reports and donor reports.


  • Degree in clinical medicine, Nursing, community health, public health or equivalent from recognized university.
  • Registration with relevant health board.
  • Relevant Trainings in IDSR, EPI, CEmONC, FP/MNCH and Community strategy.
  • Knowledge of international minimum standards in health program service delivery, including SPHERE, WHO and UNHCR.
  • Excellent data analysis and interpretation skills.
  • Somali speaking is added advantage.

Required Experience & Competencies:

  • Three years’ experience in complex humanitarian set up implementing primary health care (PHC) program.
  • Conversant with the UNHCR, ECHO and BPRM budgeting and reporting.
  • Strong management skills (managing, motivating and developing staff).
  • Strong communication skills; oral; written and presentation skills.
  • At least three years’ experience in health program design and management.
  • Ability to work with displaced communities with diverse cultural and ethnic backgrounds.
  • Computer literacy with possible advanced word processing, spreadsheet and relevant health software skills (i.e. EPI INFO; SPSS)
