Job Purpose

This position is responsible for provision of accounting services and ensuring prudent Financial management in the office of the Controller of Budget.

Key Responsibilities/ Duties / Tasks

I. Managerial / Supervisory Responsibilities

Managerial Responsibilities:

a) Maintains, prepares and updates books of accounts for the office of the Controller of Budget
b) Implements a sound financial management policies, procedures and controls for the office of the Controller of Budget in compliance with regulations and the law
c) Implements financial regulations, treasury circulars and procedures for service delivery
d) Prepares finance, accounts and procurement work plans for the department
e) Implements cash flow plan for the office of the Controller of Budget
f) Participates in budget planning, preparation and implementation for the office of the Controller of Budget
g) Participates in preparation of departmental budget in accordance with the law
h) Mentors, coaches, capacity builds and implements performance management to staff in the department
i) Implement the risk framework for the department
j) Oversees the processing of funding arrangements to County Budget Coordinators
k) Interprets and implements financial regulations and procedures, Treasury circulars, letters and instructions.
l) Provides advisory services to departments and other stake holders on accounting matters in the office of the Controller of Budget

II. Operational Responsibilities / Tasks

a) Validates payments and receipt vouchers, imprest warrants and committal documents for the office of the Controller of Budget
b) Prepares monthly expenditure returns, monthly bank reconciliation statements and cash flow statements
c) Prepares the quarterly financial progress reports make recommendations
d) Prepares bank and IFMIS reconciliations for the office of the Controller of Budget
e) Prepares management and statutory financial reports
f) Prepares final accounts for the office of the Controller of Budget
g) Assists in preparation of external audit file
h) Implements the adopted International Public Sector Accounting Standards (IPSAS), Standard Chart of Accounts (SCOA) and Government finance Statistics (GFS)
i) Assists in the planning and execution of finance and accounting activities in the office of the Controller of Budget
j) Prepares monthly bank reconciliation as required per accounting regulations
k) Ensures proper maintenance and custody of financial committal documents to track transactions for accuracy completeness and correctness
l) Coordinates the accounts and finance department for reconciliation of IFMIS ledgers with manual cashbooks and bank records
m) Maintains asset registers for the office of the Controller of Budget
n) Prepares the office of the Controller of Budget tax returns and other statutory deductions in a timely manner to remain compliant
o) Maintains vote book and cash books
p) Ensures the cash books are properly maintained to guarantee proper cash management controls as per the laid down policies and procedures
q) Authorize payments to suppliers and service providers as per internal regulations

a) Responsible for the assets assigned by the office of the Controller of Budget as per office’s asset register
b) Responsible for Government assets, records and custody of accountable documents in the unit

IV. Working Conditions

Is exposed to minimum disagreeable conditions. The jobholder has normal office facilities which include own office with desk and access to a personal computer (PC) and a telephone.
The role is predisposed to risk of prosecution arising from incomplete/inaccurate information published which may result to false or misleading reports and wrong decision being made and also arising from loss of funds due to approval process.

Job Competencies (Knowledge, Experience and Attributes / Skills).

Academic qualifications

Bachelor of Commerce in Finance and/or Accounting from a recognized university

Professional Qualifications / Membership to professional bodies

a) Certified Public Accountants of Kenya (CPA)(K) or Association of Chartered Certified Accountant (ACCA) or its equivalent b) Must be a member of the Institute of Certified Public Accountants of Kenya (ICPAK) or Association of Chartered Certified Accountants (ACCA) or Chartered Financial Analyst (CFA) in good standing

Previous relevant work experience required.

5 years of service, or similar experience in a comparable position from a reputable organization
