Job Purpose

This position is responsible for preparation of budget review reports, monitoring of budgetary performance and processing of exchequer from all Governments, national & county.

Key Responsibilities/Duties/Tasks

I. Managerial/Supervisory Responsibilities


II. Operational Responsibilities

a) Ensures compliance with budget ceilings for allocations in assigned Ministries, Departments and Agencies in order to minimize budget overruns
b) Monitors monthly expenditure returns from MDAs and county funds to analyse and report on utilization
c) Monitors, evaluates, reports and makes recommendations on appropriate measures to improve National and County budget implementation
d) Monitors monthly expenditures for assigned MDAs and County Governments against approved budgets
e) Undertakes macroeconomic budget analysis for MDAs and County Governments
f) Processes National and County Government exchequer withdrawals by verifying supporting documents for withdrawals requests from public funds for approvals
g) Prepares quarterly, annual and special reports on budgets implementation for MDAs and County Governments
h) Prepares monthly consolidated schedules of all withdrawals from public funds
i) Undertakes preliminary reviews of monthly, annual and special reports on implementation of the budgets of the National and County Governments
j) Reviews and consolidates monthly expenditure returns from the county government in order to analyse and report on county funds utilisation
k) Prepares and updates weekly consolidated schedule of pending bills for National and County Governments
l) Verifies pending bills and their payments in order to facilitate the processing of exchequer requisitions.

IV. Working Conditions

Is exposed to minimum disagreeable conditions and is exposed to dusty conditions due to handling documents. The jobholder has normal office facilities which include own office with desk and access to a telephone.
The role is predisposed to risk of prosecution arising from incomplete/inaccurate information published which may result in false or misleading reports and wrong decision being made and also arising from loss of funds due to approval process. Job Competencies (Knowledge, Experience and Attributes / Skills).

Academic qualifications

Bachelor Degree in Economics, Business Administration, Finance or equivalent from a recognized institution

Professional Qualifications / Membership to professional bodies

CPA I or its equivalent qualification

Previous relevant work experience required.

3 years of relevant work experience from in reputable organization

c) Proficiency in computer applications
d) Knowledge of the budget process
e) Knowledge of the Controller of Budget Act 2016

g) Knowledge of the Constitution of Kenya 2010
h) Communication and Interpersonal skills
i) Ability to work under pressure
j) Team building skills
k) Report writing and presentation skills
l) Meet the requirements of Chapter Six of the Constitution of Kenya 2010
