Job Purpose

This position is responsible for installing, configuring, and supporting complex operating and server-based systems, tracking and maintaining technology systems ensuring that IT systems and services are available and delivered consistently, reliably, and effectively.

Key Responsibilities/ Duties / Tasks

I. Managerial / Supervisory Responsibilities

a) Develops Service Management and IT Security policies standards and ensures compliance as appropriate.
b) Advices on the design of OCOBs infrastructure components based on information regarding the business context and standards.
c) Ensures documentation of systems configuration and procedures to enhance knowledge-sharing and transfer.
d) Drafts service level agreements and operational guidelines for internal and external service providers.
e) Produces guidelines for county offices based on OCOB standards and industry best practices.
f) Designs ICT activities and workflow tools required for IT services management, maintenance, monitoring and performance measurement.
g) Evaluates business processes and provides advice on applicable solutions.
h) Develops functional specifications, standards, and requirements for hardware and software purchase.
i) Designs the system architecture for optimum performance.
j) Develops an electronic data capture system and technical support at OCOB.
k) Identifies and reports emerging issues on ICT which affect budget implementation
l) Implements policies, procedures, standards and associated with network resource administration and appropriate use.
m) Coordinates the planning, designing and deployment of IT infrastructure and
networks with support from vendors.
n) Manages the Corporate Data Centre including recovery sites and data security
o) Assists in development of strategies for maintaining network infrastructure

II. Operational Responsibilities / Tasks

a) Works with technical units across OCOB to support the integration of key datasets with the data repository and content management systems.
b) Prepares monthly ICT systems management report and quarterly hardware and software reports for monitoring ICT security incidents, systems utilization and hardware and software usage in all offices (HQ and County)
c) Maps out conceptual designs for planned databases and system architectures
d) Configures Routers and Switches and performs diagnostics on existing equipment
e) Configures test environments for ICT systems
f) Provides support for development of ICT programs
g) Implements network monitoring & alerting tools, cloud hosting services and project monitoring and control.
h) Ensures optimal operation of network, hardware and other equipment, including routers, switches, UPSs, load balancers, security installations, VOIP, IP telephony
i) Implements security solutions, including firewalls, anti-virus solutions, and intrusion detection systems.
j) Tests networks & servers performance and provides network performance statistics and reports
k) Undertakes testing and support of the enterprise risk management program for business continuity and disaster recovery
l) Documents and maintains IT infrastructure, hardware and software assets inventory
m) Maintains an up-to-date inventory of infrastructure equipment
n) Supports, troubleshoots, repairs and maintains servers for enterprise and large-scale applications.
o) Supports the service infrastructure, including hardware configuration and upgrades, group architecture, account maintenance, and authentication for network access.
p) Installs server hardware and components and tests changes to production systems

IV. Working Conditions

Usually works regular business hours, but may have to work irregular or long hours, and be on technical IT call. Works in the office and in the computer rooms and may be exposed to cold conditions in the server room.
The role is predisposed to risk of prosecution arising from incomplete/inaccurate information received from public entities which may result in false or misleading reports and wrong decision being made.

Job Competencies (Knowledge, Experience and Attributes / Skills).

Academic qualifications

Bachelors degree in Computer Science, Business Information Technology (BBIT), Information Technology or equivalent degree from a recognized university

Professional Qualifications / Membership to professional bodies

Microsoft Certified Solutions Expert (MCSE) or possess any of the following Certifications; Cisco Certified Network Professional; Certified Data Centre Professional; Red Hat/Unix/Linux Certified Systems Administrator, Database Administrator certifications.

Previous relevant work experience required.

5 years of service or similar experience in a comparable position in a reputable organization
