ACDI/VOCA is currently implementing the Feed the Future Kenya Livestock Market System (LMS) Activity funded by USAID seeking to strengthen people’s resilience in Northern Kenya and reduce poverty, hunger, and chronic undernutrition through expanding and diversifying viable economic opportunities and strengthening community capacities for resilience and growth.

Job Summary: LMS invite qualified candidates to apply for the position of Governance and Policy Advisor. The position will be based at the LMS Nairobi office under the supervision of the Deputy Chief of Party AA1.

The Policy Advisor will provide technical support and guide policy work in five counties –Turkana, Isiolo, Marsabit, Garissa, and Wajir.

He or she will also collaborate with technical field teams under the associate awards to build capacity of the county government teams and strengthen them to facilitate enactment and implementation of various policies to promote equitable growth within the livestock sector in northern Kenya.

The Policy Advisor will support county governments to harmonize and implement policies related to the livestock sector and ensure legislation of various Acts and policies with the relevant line ministries.

He or she will support and build the technical capacity of county governments to advocate for their needs within line ministries and to effectively articulate the principles of devolution.

Targeted documents that the advisor will support in include County Livestock strategies, Gender policies, Cooperatives Policy and Livestock Policy, Sales yard Bills, County Sector Plans, and Capacity Assessment of the Department of Agriculture, Livestock, and Fisheries.

Others include Livestock Feed Policy, Rangeland Management Bill, Livestock Production, Health, and Marketing Board Bill, County Integrated Development Plans (CIDP), and County Annual Development Plans.

Essential duties and responsibilities

  • Supports county governments to harmonize and implement livestock market systems policies and adopt/promote inclusive market systems principles.
  • Reviews current policies, codes, regulations, and gain a thorough understanding of how they affect the livestock market system and identify any policy county governments to address.
  • Interpret large, complex pieces of information, often at short notice, to support the team with governance and policy demands facing the counties.
  • Researches and supports policy, regulatory and management frameworks necessary for the livestock sector to thrive in northern Kenya.
  • Harmonize and implement policy related to livestock market systems and advocate with relevant line ministries.
  • These include county livestock strategies, livestock feed policy, rangeland management policy and bill, Livestock production, health, and Marketing Board Bill the business enabling environment, CIPs, and County Integrated Development Plans (CIDPs).
  • Build on LMS work by continuing to contribute to county-level planning and support capacity building for county employees.


  • Postgraduate degree in one of the following: organizational development, development studies, policy development, international development, or equivalent qualifications and experience. Advanced degree desirable
  • Minimum of five years of proven experience in leading policy and regulatory activities in the development sector or closely related field.
  • Experience in institutional strengthening and collaborating with rural communities is required.
  • Demonstrated experience working in collaboration with multiple stakeholders and project implementation teams.
  • Demonstrate a clear understanding of, and experience with, governance bodies and international corporate governance requirements.
  • Demonstrated experience in policy development, analysis, and implementation.


  • Strong interpersonal, diplomatic, and negotiating skills and ability to build relations at all levels.
  • Strong written communication skills, including demonstrated ability to write documents in a clear, concise and a well-organized manner.
  • Thorough knowledge of Kenyan laws and policies related to the livestock market.
  • Ability to work effectively in an atmosphere of multiple projects and deadline pressure.
  • Ability to travel independently within the country.
  • Excellent critical thinking skills and judgment. Proven willingness to make timely and sound decisions.
  • Self-motivated and able to follow through to the end of assignments while meeting goals and deadlines.
  • Devoid of workplace harassment.
  • Ability to work across different cultures and nationalities.
