The Coalition on Violence Against Women (COVAW) is a national Kenyan not-for-profit women’s rights organization. We are committed to advancing women’s rights; and work towards achieving a society free from all forms of Violence Against Women and Girls (VAWG). COVAW was founded in 1995 as a response to the silence of the Kenyan society to address VAWG. COVAW implements projects under five (5) strategic focus areas including: Access to Comprehensive Sexual and Gender Based Violence (SGBV) and Sexual and Reproductive Health Rights (SRHR) Services; Women’s Economic Empowerment; Women’s Leadership Development; Access to Justice; and Institutional Development.
COVAW Strategic Plan for 2018 – 2023, outlines our ambitions, interventions and approach towards achieving our vision of a society where women and girls enjoy equal rights and freedoms and thrive in safe spaces. In developing this strategy, deliberate attempts have been made to ensure we contribute to Sustainable Development Goal (SDG) 5 and that our work is aligned to national gender priorities and relevant international and regional instruments on women’s rights.
2. COVAW’s Strategic Plan is anchored on five key pillars/strategic focus areas:
a) Access to Comprehensive Sexual and Gender Based Violence (SGBV) and Sexual and Reproductive Health and Rights (SRHR) Services
b) Women’s Economic Empowerment
c) Women’s Leadership Development

Through these pillars, COVAW contributes to empowering women and girls to address discrimination and VAWG including advocating for a progressive policy environment, addressing any attempts to reverse hard- won gains on gender equality and support capacity development of relevant actors.
COVAW is looking for a Monitoring and Evaluation (M&E) consultant to conduct a M&E training and review current M&E frameworks.
3. Purpose and Objectives of the M&E training:
The purpose of the Monitoring and Evaluation (M&E) training is to provide an informative learning event where COVAW staff will:
a) Provide an understanding of M&E concepts, enabling them to manage and participate in the assessment of programme performance;
b) Reflect on the harmonisation of evaluation methods and processes in the programme within COVAW;
c) Provide a shared understanding of how to measure impact at an outcome level through use of practical approaches to improve the use of M&E data in programmes decision making.
4. Purpose and objective of the review Monitoring and Evaluation Frameworks
a) Review project documents including the log frame, annual targets and indicators, theory of change and any existing monitoring tools.
b) Make proposals for strengthening COVAWs M&E framework and road map for implementation for the projects.
c) To advise the COVAW staff and on how best to track these indicators (including acceptable assumptions and caveats) using the systems we have in place and any news ones that may be required**.**
d) To advise COVAW staff and partners on how better to report progress against milestones and log frame indicators.**
e) To share M&E methods used for the support of GBV programs.**

The consultant will be responsible for the following:
a) Lead and provide expert input on workshop sessions in M&E.
b) To facilitate in the design, preparation and facilitation of the breakout meetings and focus group discussions, etc.
c) To facilitate the drafting of workshop agenda to ensure the accomplishment of the overall objectives.
d) To continuously gauge and solicit feedback from participants formally and informally.
e) To assist in detailed feedback and edit draft workshop report, including lessons learnt and outputs.
f) To provide advice and perform other tasks as required to support the workshop**.**
g) To develop a comprehensive monitoring and evaluation framework and road map for implementation for the projects within COVAW.
7. Main deliverables
The consultant is expected to provide the following deliverables:
a) Pre-training: Draft, submit, revise (if necessary), and finalise the design, substantive material and method of the training including pre-and post-training questionnaire;
b) Workshop Programme based on participatory methodology
c) Detailed guidelines and expectations for all participants
d) Technical advice and support to participants during the workshop
e) Provide a workshop report that includes action points, key findings and recommendations
f) Monitoring and evaluation framework and road map
8. Roles and Responsibilities
I. All COVAW understand and support the benefits of monitoring and evaluation in an organisation hence they participate in the trainings and in developing of the monitoring and evaluation framework.
II. COVAW Staff will provide guidance where required to the consultant, they will also participate in the consultations, review and analysis sessions.
III. COVAW staff will share the relevant program documents and participate in related activities as agreed upon.
IV. The COVAW staff will receive and review the draft report of the review process in a session with the consultant.
V. The COVAW staff will participate in the trainings and in developing of the monitoring and evaluation framework.
I. The Consultant (s) will be responsible for preparation of an inception report and a work plan with clear timelines, undertaking consultations with COVAW staff
II. They will assess and analyse data to identify gaps and critical issues, actively engaging with staff, Board members and other stakeholders through the use of participatory processes,
III. Review and validation of the midterm review document together with COVAW Staff
IV. Develop M&E training materials, curricula and guides. These materials will include power point slides, workshop group activity work sheets and others
V. Facilitate monitoring and evaluation training workshops
VI. Participate in planning meetings with COVAW before training implementation.
VII. Prepare the workshop pre-and post-tests and feedback questionnaires.

9. Duration of Assignment and Key Deliverables
The duration of the assignment is Two weeks
10. Relevant Qualifications and Experience
- At least six (6) years of experience in Monitoring & Evaluation in the Development / Gender Based Violence (GBV) Sector.
- Previous experience conducting monitoring and evaluation training workshops.
- Previous experience in developing capacity building trainings around M&E
- Proven skills in Monitoring, Evaluation, Accountability and Learning, including experience with developing M&E tools and experience in collecting and analysing qualitative and quantitative data;
- Excellent group facilitation skills with the ability to conduct a highly participatory training sessions
- Good understanding of research methodologies, program evaluation and data collection approaches
- Strong organization skills and ability to pay attention to details
- Strong oral and written English communication skills
- Strong planning, organisational and interpersonal skills;
