Position title

SENIOR PROJECT OFFICER-HEALTH-SPO/HEALTH /10/2021

Description

AMURT seeks to recruit a qualified Health officer for USAID Tujitegemee OVC/DREAMS project based in Mombasa and Kilifi counties large health program in Kenya. The Project officer will provide direct oversight to the roll out of services within the 95;95;95 HIV clinical cascade to project beneficiaries that includes OVC, HEI, AGYW, AYP and PLHIV. The project Officer will facilitate linkages with county health departments, provide oversight of the prevention components, including work planning and reporting. S/he will oversee all prevention activities in collaboration with other technical leads. S/he will also guide the care and support provided to children and adolescents living with HIV enrolled in the project. S/he will report to technical leads.

Responsibilities
  • Provide overall technical and monitoring support to the project and Implementing Partners to ensure access to HTS, PrEP Education and PrEP, STI screening and treatment and referral to appropriate biomedical care of eligible AGYW.
  • Facilitate networking and linkage between DREAMS social workers, the SCHMTs, CHMTs and link facilities.
  • Provide technical guidance to increase the uptake of HIV testing, linkage, retention, and adherence services among AGYW and their male sex partners.
  • Provide strategic guidance to the DREAMS team on achieving targets for biomedical primary individual interventions as appropriate (HTS, PrEP education, Condom, and contraceptive education and secondary interventions including PrEP, FP uptake, Post GBV care.
  • Represent the project, as directed, in SCHMT and CHMT meetings and respective TWGs on HTS, PrEP and adolescents.
  • Liaising with health facilities to enhance commodity availability, reporting.
  • Apply definitions contained in the ‘Layering in DREAMS’ (Jan 2021) guidance document in the scheduling and prioritization of biomedical services’ implementation for the AGYW sub-populations in the wards.
  • Provide capacity building support to Implementing Partners staff and monitor continuous adherence to the DREAMS SOPs.
  • Monitor implementation progress and provide remedial support to Implementing Partners, based on their approved work plan and the DREAMS Database entries, to ensure they are on track to achieve the allocated overall and specific DREAMS targets.
  • Plan, execute and report on weekly support supervision, quality assurance and quality improvement visits to sampled DREAMS HTS, PrEP, CPP and CMM outreaches.
  • Support referrals and treatment for Survivors of GBV to health facilities for appropriate care and link them to appropriate legal and social services.
  • Support the development & utilization of annual work plans, project monitoring plan agreeing on the required standards with support from partners.
  • Collate and deliver accurate, timely and informative County PrEP Monthly Summaries to the HSDSA Priority Populations Technical Advisor.
  • Provide technical and networking support to ensure all HIV positive AGYW are enrolled for treatment.
  • Collaborate closely with the USAID Stawisha HTS and ART Project Officers to plan, execute and monitor DREAMS contribution to towards the 95-95-95 strategy, as well as leverage resources.
  • Ensure tracking and referrals of ANC and PNC for HIV negative pregnant caregivers and adolescents in partnership with Ministry of Health for testing and linkage to PMTCT and Care and Treatment services as appropriate.
  • In liaison with MOH facilitate training of Facility staff on the bi-directional screening and referrals.
  • Participate in Implementing Partners review meetings and provide support as appropriate.
  • Work closely with the DREAMS M&E officers to ensure adherence to DATIM, DREAMS Database and Service Uptake Forms requirements.
  • Lead the development, production and dissemination of biomedical IEC materials and Job AIDs for use in the project.
  • Lead planning and implementation of access to care and treatment services to orphans and vulnerable children (OVC), adolescent’s girls and young women, and their families for the achievement of the project goals and objectives in a timely and cost-effective manner.
  • Support MOH to conduct training and support supervision, DQAs, mentorship and on job training.
  • Write and submit monthly progress reports.
  • Document and present challenges and lessons learnt in implementing delivery of HTS and PrEP in the community.

Qualifications
  • Bachelor’s degree in clinical medicine or Bachelors of Nursing from reputable institution.
  • At least 5 years work experience of which 2 years must be in a HIV care, treatment and Prevention environment.
  • Must be registered with relevant professional MOH Board/council and eligible for clinical practice.
  • Training by NASCOP on ART, PREP and HTS, will be an absolute must.
  • Demonstrated knowledge of and experience with PEPFAR programming, including OVC /DREAMS, HIV prevention and programming for adolescents and young People will be desired attributes and added advantage.
  • Familiarity with Kenya’s institutional, policy, and programming context for HIV.
  • Demonstrated skills in project reporting, preferably for PEPFAR funded Programmes.
  • Demonstrated writing and presentation skills.
  • Experience managing the process of using mobile devices for client management and data collection.
