County Director (Communication and Public Relations).

ADVERT NO. 17/2021/2022

Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x 6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.

The Director Communications and Public Relations will head the Public Communications Directorate and will be responsible to the Chief Officer-in-charge of Public Administration/Governance  for  professional,  administrative  and  operational  matters relating to public communications in the County. 

Specific duties and responsibilities will entail:-

(i) Initiation/review of  public  communications  policy  and  design  of  appropriate programmes and infrastructure to facilitate its implementation; 

(ii) Initiating  research  on  various  public  communication  issues  and  developing appropriate interventions;  

(iii) Developing standards and regulations in the management of public communications function; 

(iv) In addition, the director will liaise with the Office of the Governor/Governors Press  Unit  for  events  that  require  packaging  for  dissemination  to  the  media and the public; 

(v) Preparing  and  organizing  fora  where  government  policies,  programmes  and projects can be propagated and promoted; and

(vi) Carrying out research on both local and international press on possible causes of negative publicity on the County Government and developing appropriate interventions.

(vii) Preparing media supplements, documentaries, press release/media features;

 (viii)   Deployment, training and development of public communications personnel.

Requirements for Appointment

For appointment to this grade, an officer must:

(i) Have served in the grade of Senior Assistant Director of Public Communications  or  in  a  comparable  and  relevant  position  in  the  Public Service for a minimum period of three (3) years; 

(ii) Have  a  Master’s  degree  in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, International  Relations, Journalism,  Social  Sciences  or  any  other approved equivalent qualifications from a recognized institution; 

(iii) Have a clear understanding of the National Development Goals, Vision 2030, Millennium Development Goals and the role of Public Communications in the achievement of the same; 

(iv) Possess strong leadership skills required at that level; 

(v) Possess  good  oral  and  written  communications  skills  in  both  English  and Kiswahili; 

(vi) Be of high integrity, motivated and a team player; 

(vii) Possess advanced computer applications skills; and 

(viii) Have demonstrated a high degree of professional competence and managerial capability in public communications work.

(ix) Satisfy the requirements of chapter six of the Constitution of Kenya.

For  a  candidate  to  meet  the  requirements  of  Chapter  6  of  the  Constitution,

he/she must have the following clearances: 

  1. Certificate of good conduct from the Criminal Investigations Department (CID); 
  2. Clearance certificate from Higher Education Loans Board (HELB);
  3. A tax compliance certificate from Kenya Revenue Authority (KRA);
  4. A certificate from the Ethics and Anti-corruption Commission (EACC); and
  5. Credit Reference Bureau (CRB)

 Copies of the above certificates MUST be attached to the applications for Job Groups H and above.
