County Director (Livestock Production).

Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x 6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.

The  Director  Livestock  Production  will  be  responsible  to  the  Chief  Officer  in  charge  of Livestock, Fisheries and Cooperative Management for directing  and directing Livestock projects and programmes.

Specific duties and responsibilities

(i) Coordinating extension activities which include field days, agricultural shows, field demonstrations, farmer field schools and farm visits; 

(ii) Participating in the development of public/private initiatives and overall policy formulation; 

(iii) Preparing  technical  information  in  animal  production,  livestock  marketing, range management, apiculture, and ranching; 

(iv) Promoting economic livestock farming;

(v)  Resourcing in technical workshops and seminars;

(vi)  Researching, inventing and advising on livestock production technologies and techniques; 

(vii) Developing livestock production programmes/projects;

(viii) Preparing agribusiness, ranch and farm plans;

(ix) Establishing  linkages  with  research  institutions  and  other  stakeholders  on livestock production matters;

(x) Coordinating conservation and utilization of range resources; 

(xi) Overseeing the implementation of livestock information management systems;

(xii) Coordinating monitoring and evaluation of livestock programmes; 

(xiii) Preparing technical papers and reports for professional forums and symposia, and participating in the formulation of livestock bi-lateral/multilateral agreements; 

(xiv)  Satisfy the requirements of chapter six of the Constitution of Kenya; and

(xv) Performance management, planning, supervision and deployment of staff in the directorate.

Requirements for Appointment

For appointment to this grade, an officer must have: –

(i) Served in the grade of Senior Assistant Director of Livestock Production for a minimum period of three (3) years; 

(ii)  Hold Bachelor’s Degree in any of the following disciplines: – Animal Science, Animal  Production,  Agriculture,  Apiculture,  Food  Science  and  Technology, Agribusiness, Range Management, Natural Resource Management, Livestock/Agricultural Economics, Dairy Technology or Agricultural Education and Extension from a recognized institution; 

(iii) Master’s degree in any of the following disciplines: – Animal Science, Animal Production, Agriculture, Apiculture, Agribusiness, Food Science and Technology,  Agriculture  and  Home  Economics,  Range  Management,  Natural Resource  Management,  Livestock/Agriculture  Economics,  Dairy  Technology, Agricultural Extension, Animal Breeding and Genetics or Animal Nutrition from a recognized institution; 

(iv) Certificate  in  Strategic  Leadership  Development  Programme  lasting  not  less than six (6) weeks from a recognized institution. 

(v) Certificate in Computer Applications from a recognized institution; and 

(vi) Shown  outstanding  administrative  capability  and  professional  competence required in managing livestock production services. 

(vii) Satisfy the requirements of chapter six of the Constitution of Kenya.

For  a  candidate  to  meet  the  requirements  of  Chapter  6  of  the  Constitution,

he/she must have the following clearances: 

  1. Certificate of good conduct from the Criminal Investigations Department (CID); 
  2. Clearance certificate from Higher Education Loans Board (HELB);
  3. A tax compliance certificate from Kenya Revenue Authority (KRA);
  4. A certificate from the Ethics and Anti-corruption Commission (EACC); and
  5. Credit Reference Bureau (CRB)

 Copies of the above certificates MUST be attached to the applications for Job Groups H and above.
