Trans-Nzoia County Public Service Board invites applications from suitably qualified persons to fill the following vacancies:

County Director (Roads).



ADVERT NO. 26/2021/2022

Salary scale: Ksh.115, 290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 – 133,350 x 6,420 – 139,770 x 6,610 – 146,380 x6, 790 – 153,170 p.m.

Duties and Responsibilities

The Director Roads will be responsible to the Chief Officer Public Works, Transport and Infrastructure for the overall management of the county road network. 

Specific Duties and responsibilities will include: 

(i) Coordinating of the review and formulation of general policies on procurement of works and ensuring efficiency in repair and maintenance of all road works; 

(ii) Budgeting, carrying out Quality Assurance of Roads Services; 

(iii) Coordinating  the  evaluation  and  monitoring  the  adherence  and  compliance with  the  set  commitments  and  indicators  in  the  Departmental  Performance contract and be responsible for the overall planning. Other duties will include: supervision  of  contraction,  rehabilitation  and  maintenance  of  classified  and unclassified roads; 

(iv) Preparation of tender documents; 

(v) Monitoring the execution of roads development projects and supervision and training of engineers and technical staff in the Directorate.

Requirements for Appointment

For the appointment of this grade, an officer must have:

  1. i) Served in the grade of Principal Superintending Engineer (Roads/Materials) or comparable and relevant position in the Public Service for at least three (3) years; 
  2. ii) A Bachelor Degree in Civil Engineering or equivalent and relevant qualification from a recognized institution;

iii) Have a Master’s degree in Civil Engineering from a recognized institution. 

  1. iv) Be registered by the Engineers Registration Board of Kenya as an engineer;
  2. v) Current valid annual Practicing License from the Engineers Registration Board of Kenya;
  3. vi) Membership of the Institute of Engineers of Kenya (IEK);

vii) Attended a Strategic Leadership Development Course lasting not less than six

(6) weeks from a recognized institution; and 

viii) Demonstrate general administrative ability required for direction, control and implementation of civil engineering programmes; 

  1. ix) Certificate in Computer Application from a recognized Institution;
  2. x) Satisfy the requirements of chapter six of the Constitution of Kenya,

 (iii)  Possess a valid Driving License free from current endorsements for class (es) of Machine(s) that one may be required to operate;

(iv)  At least two (2) years previous satisfactory driving experience,

(v) Certificate of Good Conduct from Directorate of Criminal Investigation;

For  a  candidate  to  meet  the  requirements  of  Chapter  6  of  the  Constitution,

he/she must have the following clearances: 

  1. Certificate of good conduct from the Criminal Investigations Department (CID); 
  2. Clearance certificate from Higher Education Loans Board (HELB);
  3. A tax compliance certificate from Kenya Revenue Authority (KRA);
  4. A certificate from the Ethics and Anti-corruption Commission (EACC); and
  5. Credit Reference Bureau (CRB)

 Copies of the above certificates MUST be attached to the applications for Job Groups H and above.
