Pwani University is a Premier University at the Coast situated in the beautiful scenic tourist resort town of Kilifi. The University’s Mission is to generate, disseminate and apply knowledge while sustaining excellence in teaching, learning and research by molding students to international standards and encouraging and supporting members of staff to undertake research. DIVISION: ADMINISTRATION FINANCE AND PLANNING

CHIEF SECURITY OFFICER GRADE 12 1 POSITION REF: PU/ADV/2/11/2021

REQUIREMENTS FOR THE POSITION OF CHIEF SECURITY OFFICER GRADE 12

This is the senior-most position in this cadre in the University and appointment is on a two (2) year performance-based contract renewable depending on age or any other regulatory guideline.

REQUIREMENTS

Academic Qualifications

Applicants must have a Bachelor’s degree in Criminology, Sociology, Psychology, Military Science or a relevant social sciences degree.

A Master’s degree will be an added advantage.

Other Requirements

In addition, applicants must meet the following requirements:

• Be physically fit
• Possess a valid driving license without current endorsement.
• Hold a clean record of service and a Certificate of Good Conduct from the Kenya Police

Experience

• Applicants must have served in the Police force or disciplined forces for at least three (3) years at the rank of either Chief Inspector of Police or Captain in the military or its equivalent and shown merit and ability in job performance.
• Interested officers who are no longer in service and separated from the service not more than 2 years from the date of this advertisement are encouraged to apply.
• Applicants should be of proven high integrity and meet the requirements of Chapter six (6) of the Kenya Constitution

In addition, applicants should

• Be registered by the relevant professional body (where applicable)
• Demonstrate community involvement (e.g. Member of BOG, SMC etc.)

Knowledge and Competencies

Applicants should have

• Excellent knowledge of the laws of Kenya
• Undergone NCO or equivalent training and passed.
• First Aid skills
• Leadership skills
• Good public relations
• Communication (fluent in English and Kiswahili)
• Crime detecting and Investigation skills
• Driving and riding skills
• Computer application
• Team building and team work
• Analytical skills
• Ability to work under pressure
• Liaison skills
• Ability to work in multi-cultural and multi-ethnic set-up.
• Technical skills relevant to the position will be an added advantage

Key Responsibilities

Responsibilities will include but not be limited to:

• Providing dynamic leadership in the Department
• Reviewing and implementing security procedures and routines
• Ensuring implementation of University policy, standards and guidelines on security
• Preparing weekly security summary reports
• Ensuring the security of University buildings, property and the safety of staff, students and authorized visitors is realized
• Being the first point of contact in case of a security and liaising with the emergency response services when necessary
• Preventing and deterring commission of offences within Pwani University precincts
• Identify recurrent issues / problems, with the aim of increasing safety and security and stemming further crime and disruptions
• Organizing for fire and evacuation drills.
• Training on Safety and the provisions Occupational Safety and Healthy (OSHA) Act. 2007
• Coordinating and/or conducting investigations as required and liaising with the National police in the event of crime
• Undertaking performance appraisal for staff
• Participating in budget proposal, work plans and procurement plans for security department
• Identifying and recommending training needs for security personnel
• Advising Management on security matters
• Coordinating the deployment and management of outsourced service/guards
• Enforcing strict adherence to security policies and procedures.
• Spearhead good relation that enhances safety and security between Pwani University fraternity and neighbouring community.
• Perform any other duties and responsibilities as may be assigned or delegated by the Head of Department
