Farm to Market Alliance (FtMA) is a consortium of six Agri-focused organizations, working to making markets work better for smallholder farmers (SHF) since 2016. Through a demand-led approach, FtMA works with local agricultural ecosystem players to sustainably improve farmer livelihoods whilst fostering commercial viability for stakeholders. FtMA fosters the growth of viable smallholder facing business models through strategic and hands-on partnerships with off-takers and other Agri-players. FtMA coordinates the ecosystem, co-innovates products, and services, and provides information management to smallholder farmers through Farmer Service Centres (FSCs). The products, services and information cover market access, access to finance, access to inputs and technology, and post-harvest handling and storage to overcome critical value chain bottlenecks in smallholder crop markets.

FtMA is operational in Kenya, Rwanda, and Zambia with plans to scale to other countries and is coordinated by World Food Programme (WFP). In Kenya, FtMA is working with approximately 400 FSCs serving more than 75,000 smallholder farmers across 13 counties and five main value chains namely, sorghum, soya bean and Irish potato, maize, and rice.

Through a demand-led approach, FtMA works with local agricultural ecosystem players to sustainably improve farmer livelihoods whilst fostering commercial viability of value chain stakeholders. In doing so, FtMA seeks to contribute towards Sustainable Development Goal (SDG) 2; “Zero Hunger” – specifically towards SDG Target 2.4 on Ensuring Sustainable and Resilient Food Production Systems – and SDG 17 “Partnerships to achieve the Goals”.

The overall goal of FtMA in Kenya is to sustainably transform food crop markets to make markets more efficient, resilient, and profitable for all value chain actors.

WFP hosts the coordination of this comprehensive private-public partnership initiative. The project is recruiting a Programme Policy Officer that supports the evidence creation and learning components of the project.     

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in one or more of the following disciplines: Agriculture, Horticulture Agriculture Economics, or any relevant field or First University Degree with 2 additional years of related work experience and/or trainings/courses.

Work Experience: 5 years of progressive responsible professional (management) experience. Applicants holding an advanced degree with 3 years of professional work experience will be considered.

Language: English and Kiswahili

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the FtMA country coordinator, in direct support to the FtMA Productivity and Market leads and with the technical guidance of the Country Office M&E unit, the incumbent will be responsible for the following duties:

  1. Support evidence creation-related activities, including baselines, surveys and follow-up monitoring (including design, implementation and database management).
  2. Liaise with the implementing partner on all matters related to reporting and produce periodic operational updates.
  3. Support the development of mobile-enabled farmer and aggregator training tools in close collaboration with the FtMA national partners and their field-based teams.
  4. Facilitate sharing of good practices and learning with Activity 3 and 4 Manager within the Strategic Outcome 2 (SO2) to inform the scale-up of the FSC model in the ASAL counties.
  5. Assist in development of communication strategies and content for FtMA Kenya; manage all communication channels and disseminate project activities and successes with internal and external partners
  6. Support the FtMA country coordinator with organization of the quarterly Country Coordination Committees.
  7. Conduct field missions to collect data from targeted farmers and flag issues for follow-up actions.
  8. Under the guidance of the Kenya Country Office M&E team, ensure WFP corporate monitoring and reporting requirements are met; and  
  9. Any other duty as agreed with the FtMA Country Coordinator and SO2 Manager.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Studies to measure results in 13 counties finalized by the selected partner organization. Surveys conducted in collaboration with the Cooperating Partners (CPs) to acquire quick and actionable data.
  • Digital data collection tools designed (including post-training assessments); master data base of FtMA farmers enhanced and maintained; cooperating partner project reports reviewed; and Kenya operational reports prepared.
  • Communication tools and processes for FtMA Kenya improved; new channels for farmer engagement tested.
