About the Opportunity

As AEC’s team expands into new locations, and our colleagues continue to travel to more complicated and rapidly changing external environments, we seek a new team-member to ensure that we have the policies, protocols, and support available to keep our team safe, healthy, and effective in all of our operations.

Responsibilities

The Health & Safety Officer reports to the HR Director and will work closely with the Country-specific leaders to maintain local knowledge and strategies. The Officer can expect these ranges of responsibilities:

Risk Assessment and Prevention (30% time)

  • Constant security audits, risk assessments to stay apprised of all current situations where AEC staff operate and travel

  • Prepare and disseminate threat assessment and security briefs to prevent incidents

  • Develop risk mitigation measures, policies, practices

  • Align internal resources to address security risks

  • Confirm AEC offices fulfill industry, local and state guidelines and regulations for workplace safety

  • Evaluates effectiveness of prevailing safety measures in effect, including fire prevention devices, evacuation plans, and other resources.

  • Ensures availability of emergency communications by making periodic checks to determine if systems in place are functioning properly. Arranges for necessary adjustments

  • Monitors and evaluates office physical security measures, such as barriers, entry controls, technology, etc, for normal or emergency conditions.

  • Identity security lead by management of issuance of identity cards, background checks, etc

Risk Recovery, Harm Reduction (15% time)

  • Lead investigations and reporting of incidents involving AEC staff or assets.

  • Create and maintain a case log of any incidents, near misses, and follow up.

  • Follow up with local authorities to report any incidents, including UNHCR for refugee protections

  • Ensure appropriate supports are available for physical, medical, emotional, and logistical support to staff if they face any incidents.

  • Review incidents to determine if there are any practices and policies that could be updated based on new learnings from any incidents or near misses.

Employee Safety Training & Advisory (15% time)

  • Develops, plans, and implements preventative care, safety, risk, and compliance training programs.

  • Develop and provide training and advice to staff on assignment to other locations, including advanced briefings on security measures.

  • Train staff on all protocols related to child protection, refugee protection, gender protection, etc

  • Provide advice, recommendations and guidelines related to travel security.

  • Onboard all new employees with regard to health and safety concerns and protocols.

Coordination Functions (20% time)

  • Maintains dialog with local security authorities to understand all upcoming risks

  • Coordinate with vendors to ensure resources are available for natural disasters/pandemics.

  • Assists in providing advice to the leadership on all staff and assets security-related matters

  • Create and manage an AEC security staff in each AEC office, and coordinate with them for any security briefings, communications, etc.

Staff Welfare Management (20% time)

  • Facilitate proactive employee wellness programs, mental health improvement in the workplace

  • Ensure efficient administration of staff welfare programs e.g. mental health programs, medical insurance

  • Contextualize and implement support systems, services and programs for staff well-being

  • Monitors mandatory vaccinations for staff and ensures travelling staff fulfill all health related guidelines and have applicable supporting documents

Minimum Qualifications

Professionalism:

Excellent knowledge of health, safety & security management, combined with solid background of security specialization; knowledge, understanding and ability to manage security challenges; capability to appropriately manage multiple and diverse locations.

Communication:

Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style, and format to match the audience; demonstrates openness in sharing information and keeping people informed.

Planning & Organizing:

Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Judgment and Decision-making:

Ability to make quick decisions in emergencies or when rapid response is required; Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision. Considers positive and negative impact on others and on the organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines that the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.

Teamwork:

Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise.

Additional qualification and skills must include:

  • Bachelor Degree in security management, business administration, political/social science, psychology, international relations or a related field, a Master’s degree will be an added advantage

  • A minimum of seven (7) years of progressively responsible experience in health, safety & security, risk or disaster or emergency management in the public or private service areas.

  • Experience in East Africa will be an added advantage

  • Ability to manage several activities simultaneously while working under pressure to meet deadlines.

  • Good communicator – approachable, warm, honest, transparent, and able to manage up with confidence and the ability to build relationships with colleagues

  • Understanding of Rwandan, Kenyan and Ethiopian labor laws

  • Proficient in Microsoft Office (Word, Excel, and PowerPoint) and Security Management Systems

  • Ability to travel locally, regionally, and internationally with limited advanced notice
