The Kenya Medical Practitioners and Dentists Council (“Council” of “KMPDC”) is a body corporate established under Section 3 of the Medical Practitioners and Dentists Act (CAP 253 Laws of Kenya) with the mandate to regulate the training and practice of medicine, dentistry and community oral health within the Republic of Kenya. The Council is also mandated by CAP 253 to regulate all health facilities within the country. Further, the Council is categorized by the State Corporations Advisory Committee (SCAC) as a ‘Regulatory State Corporation’, under Category PC 6A.
The Council invites applications for suitably qualified, dynamic, result-oriented, visionary, self-driven and experienced Kenyan citizens to fill the following position:

THE POSITION OF CHIEF EXECUTIVE OFFICER (CEO) JOB GRADE ‘KM-1’ IN THE KENYA MEDICAL PRACTITIONERS & DENTISTS COUNCIL, EQUIVALENT TO JOB GROUP ‘U’ IN THE PUBLIC SERVICE (1 POSITION)
The Chief Executive Officer (CEO) will be the Registrar of the Council and will be responsible for the day-to-day operations of the Council ensuring the achievement of the mandate, objectives and strategy through formulation of policies, prudent management of resources, including financial and human resources and implementation of the Council’s decision and enhancing the corporate image of the Council.
The position of the Chief Executive Officer/Registrar is established pursuant to Section 3A (1)(e) as read together with 4C of the Medical Practitioners and Dentists Act (CAP. 253). CAP 253 provides that there shall be a Chief Executive Officer of the Council who shall be appointed by the Council through a competitive process and whose terms and condition of service shall be determined by the Council in an instrument of appointment or otherwise in writing from time to time.
A. PERSONS SPECIFICATION:
- A Master’s degree or its equivalent from a university recognized in Kenya;
- A Bachelor’s degree in any of the following disciplines: Medicine, Dentistry, Nursing, Public Health, Medical Laboratory, Pharmacy, Physiotherapy, Occupational Therapy, Clinical Medicine, Economics, Biostatistics, Law, Education, Administration, Human Resource Management, Finance or equivalent qualifications from a recognized institution;
- At least ten years professional and administrative experience in matters related to health, five years of which must have been in senior management or comparable position in the public or private sector;
- Registered by a relevant professional body/society;
- Leadership Course lasting not less than 4 weeks/Corporate Governance Course from a recognized institution;
- Proficiency in computer applications; and
- Meet the requirement of Chapter 6 of the Constitution of Kenya.

C. JOB DESCRIPTION AND SPECIFICATIONS:
The duties and responsibilities will entail: –
- spearheading formulation, implementation and review of the Council’s policies, regulations, procedures, strategies, standards and guidelines;
- executing and communicating the Council’s strategies, decisions and policies;
- providing linkage between the Council and the Secretariat;
- being the Accounting Officer of the Council;
- maintaining:
- a register for interns;
- a register of medical and dental practitioners;
- a register of community oral health officers;
- a register of general practitioners;
- a register of specialist practitioners;
- a register of foreign medical and dental practitioners;
- a register of approved medical and dental schools;
- a register of approved internship training centres;
- a register of health institutions; and
- such other registers as may from time to time be required by the Council.
- coordinating the preparation of business-related proposals, reports and other submissions for consideration by the Council;
- providing leadership to the management;
- maintaining a conducive work environment for attracting, retaining and motivating employees;
- ensuring accurate and timely audits are conducted in the Council’s books of accounts;
- ensuring that the Council has an effective management structure including succession plans;
- enhancing collaboration and engagement with stakeholders and partners in support of KMPDC programmes and projects;
- being responsible for stakeholder management and enhancement of the corporate image of the Council;
- ensuring continuous improvement of the quality and value of services provided by the Council;
- upholding integrity and professionalism in the performance of the Council’s functions;
- fostering a culture that promotes ethical and good corporate governance;
- ensuring that the Council complies with the relevant legislation in the provision of its services;
- championing national values and principles of public service;
- putting in place sound strategies to ensure prudent utilization of the Council’s resources and assets;
- overseeing preparation of annual budgets and establishing proper internal monitoring and control systems and procedures;
- coordinating preparation of the Council’s annual financial statements and submitting the same to the National Treasury, Parliament and the Controller of Budget as required by law;
- ensuring that the Council utilizes its resources according to the financial guidelines provided by Government from time to time;
- building capacity and managing performance of staff at KMPDC;
- preparing annual reports on the state of the Council; and
- performing of such other duties as may be assigned by the Council and the law.
