Terms of Reference for Covid-19 surge capacity staff
The Kenya COVID-19 Health Emergency Response project is the Phase 1 of the Multi- Phase Programmatic Approach for Strategic Preparedness and Response Program. The proposed project aims to assist Kenyan government in its efforts to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness.
Kenya is experiencing a high disease burden in addition to the negative effects of COVID- 19 pandemic among other public health emergencies. There is need to recruit additional surge staff to man the various strategic centers established within the Nairobi
metropolitan, National hospitals, County hospitals, and Ports of Entry that suffer acute staff shortage.
The project seeks to recruit suitable candidates to increase the number of health personnel required to increase staffing levels through screening and disease surveillance at the ports of entry; laboratory testing facilities at the NPHLS, NMS, and selected high risk counties across the country.

Project Employment and Selection of Employment of Individual Consultant
For appointment to this grade; a candidate must:
(i) Have served for a minimum period of three (3) years in the grade of Assistant Director of Medical Services/Medical Specialist.
(ii) A Bachelor of Medicine and Bachelor of Surgery (MBChB) degree from a
university recognized in Kenya;
(iii) A Masters degree in the disciplines of Anaesthesia;
(iv) A certificate of registration by the Kenya Medical Practitioners and Dentist Board;
(v) A valid Practicing licence from the Kenya Medical Practitioners and Dentist Board;
(vi) A certificate in Strategic Leadership Programme lasting not less than six (6) weeks from a recognized institution will be an added advantage;
(vii) Demonstrated professional competency and managerial capability as reflected in work performance and results.

Duties and Responsibilities
An officer at this level shall be responsible to the Deputy Director of Medical Services.
Specific duties and responsibilities include:
(i) performing complex and advanced clinical patient management in area of
specialization including; Internal Medicine, General Surgery, Anaesthesia, Public Health or other specialties;
(ii) Coordinating medical emergency response and clinical care;
(iii) Coordinate training, coaching and mentoring of health personnel;
(iv) Managing health stores including essential medicines and/or plant and equipment;
(v) Developing intervention activities or programs for the management of diseases and conditions developing Medical Standards Operating Procedures (SOPs) and protocols;
(vi) Developing training curricular and syllabi in collaboration with training
(vii) Managing health information system and carrying out health surveys and research;
(viii) Monitoring the provision of forensic and medico-legal services.
Remuneration Package
Consolidated package for this position is- Ksh. 130,000/PM
The duration of the assignment will be 6 months
