Position: Director-Standards and Compliance, Grade ADAK 2

Salary Scale: Kshs. 200,400-272,500 p.m

DIRECTOR, STANDARDS AND COMPLIANCE – GRADE ADAK 2

 Duties and Responsibilities

Duties and responsibilities will entail:-

  • formulating and reviewing Anti-Doping Compliance and Testing Policies, Strategies and Programs;
  • ensuring compliance of Anti-Doping programs in line with International Standards;
  • recommending cases on Anti-Doping Rules Violations to the Sports Dispute Tribunal
  • reporting Anti-Doping Rules Violations outcomes to relevant sports persons and organizations;
  • communicating outcomes of the Sports Dispute Tribunal to the relevant sports persons and organizations;
  • liaising with Anti-Doping Organizations (ADOs) in carrying out testing;
  • ensuring testing of sports persons is done in accordance with International Standards of Testing and Investigation;
  • overseeing provision of standard guidelines on the quality of testing equipment;
  • overseeing management of the Registered Testing Pool;
  • spearheading publication of criteria for inclusion into Registered Testing Pool;
  • overseeing identification and engagement of credible Anti-Doping facilitators for doping control process, Therapeutic Use Exemption (TUE) and Results Management (RM);
  • reviewing and establishing Anti-Doping Rule Violation cases;
  • spearheading identification process and compilation of data on sports disciplines with high risk of doping;
  • coordinating submission of applications to the TUE Panel;
  • liaising with other Government agencies in eradicating use of performance enhancing substances among sports persons;
  • update relevant bodies on the status of Anti-Doping Rule Violation cases;
  • Making recommendations for investigations and sanctions against non-complying federations, athletes and other stakeholders;
  • Enforcing measures to strengthen good conduct of ethical practices, internal controls and auditing systems to improve the overall compliance environment.

 

(b) Requirements for Appointment

For appointment to this grade, an officer must have:-

  • served for a minimum of seventeen (17) years in a comparable position three (3) of which must have been at a managerial position;
  • Bachelor’s Degree in any of the following disciplines: – Physical Education, Sports Science or Leisure and Recreation Management from a recognized institution.

OR

Bachelor’s Degree in Social Sciences with a Post-Graduate Diploma in Sports Administration and Management from a recognized institution.

OR

Bachelor’s Degree in Chemistry, Bio-Chemistry, Education (Sciences) or Pharmacy with a Postgraduate Diploma in Sports Administration and Management or equivalent qualification from a recognized institution;

  • Master’s Degree in any of the following disciplines: – Physical Education, Recreation Management, Exercise and Sports Science from a recognized institution.

OR

Master’s Degree in Social Sciences with a Post-Graduate Diploma in Sports Administration and Management from a recognized institution;

OR

Master’s Degree in Chemistry, Bio-Chemistry, Education (Sciences) or Pharmacy with a Postgraduate Diploma in Sports Administration and Management or equivalent qualification from a recognized institution.

  • a Certificate in Management Course lasting not less than four (4) weeks from a recognized institution; and
  • a Certificate in Computer Applications from a recognized institution.

IN ADDITION;

Candidates interested in the above positions are expected to fulfill the requirements of chapter six of the Constitution of Kenya, 2010.

  • Higher education loans board
  • Ethics and Anti-corruption Commission.
  • Criminal Investigation Department (Certificate of good Conduct)
  • Registered Credit Reference Bureau.
  • Professional bodies (where applicable)
