Save the Children International has an exciting opportunity for you to join our team as the HR Subject Matter Expert (SME) – USAID Contracts in London or any existing Save the Children International office location.
Save the Children is evolving its organisational structure in order to stay true to its mission, vision and values, whilst being able to withstand external pressures – be those geo-political demands; increasing stakeholder expectations; challenging funding environments; reduced access to funding due to localisation; or declining trust in large INGOs. The project this role will support is focused on supporting Save the Children to take on and prime (in line with donor compliance requirements) U.S. Agency for International Development (USAID) contracts. USAID contracts has been identified as a priority for SCUS in 2021 and beyond due to the high funding opportunity and potential for this type of funding to be more and more common and therefore we need to adapt to avoid ultimately losing income. Historically SCUS has not focused on New Business Development relating to priming USAID contracts due to the structure of SCI meaning we would likely not meet donor requirements which could ultimately result in disallowances.
The main role of the HR SME is to support the design and implementation phase of our USAID contracts project. To be successful you will need to have experience of working to support organisational change related to alignment with regulatory compliance, understand the key HR requirements for contracts. The HR SME will focus on key packages of work including our salary and allowance analysis, recruitment and HR administration procedures and policies analysis, leading on the identification of challenges and possible solutions. The HR SME will work closely with the Project Lead, Business Analysts, IT and SC US HR colleagues to explain any challenges and process solutions in the HR space for contracts and ensure these are fit for purpose for USAID contract regulations.
EXPERIENCE AND SKILLS
- Demonstrable experience with and a strong technical understanding of HR management processes in a large multi-lateral organisation, ideally within an NGO
- Demonstrable experience in aligning HR procedures and processes to a regulatory framework ideally within USAID contracts or a similar area.
- Previous experience in a similar role, supporting projects and initiating and implementing policy and process improvements.
- Proven skills and experience in the development and application of HR procedures and policies in a complex global organisation and the ability to apply this within an international non-governmental organisation
- Experience of working with some degree of autonomy, on large projects, working with a certain level of ambiguity around the process; ability to be self-supporting and proactive.
- Well-developed communication skills both written and oral in order to establish effective relationships with internal and external stakeholders.
- Excellent planning skills with the ability and drive to achieve results, prioritise effectively and meet both short and long-term deadlines.
- Strong numerical and analytical skills.
- Proven ability to identify commission and interpret salary survey and other benchmarking data.
- Advanced MS Excel knowledge (e.g. Vlookup, pivot tables)/ Word/ PowerPoint.
- Ability to work in a culturally diverse setting.
- Commitment to Save the Children’s values and ways of working.
- A good understanding of budget and financial processes and the ability to work in a cost effective way.
- Knowledge of USAID funding mechanisms and its operations preferred.
We can offer circa £48,000 per annum (If based in UK) with an option of flexible working hours. If the role is based outside of the UK, National T&C (including pay) will apply.
This role can be based in London or any existing Save the Children International Regional or Country office location on approval, provided the successful candidate has proof of eligibility to work from the preferred location.
