The WFP Regional Bureau for Eastern and Central Africa (RBN) is based in Nairobi and provides strategic direction, technical guidance, resource mobilization and management support to WFP operations and activities in ten countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan , Sudan and Uganda.

JOB PURPOSE

 The Regional Bureau is increasingly prioritizing the use, quality and timeliness of programme data in COMET system for the region to ensure increased accountability and quality of the Country Strategy plans (CSP) implementations to achieve Zero Hunger. The Programme Cycle Management team under the Programme Unit in the Regional Bureau for East Africa (RBN) needs to back-fill the Senior Programme Associate – COMET and Programme Data position. 

STANDARD MINIMUM QUALIFICATIONS

Languages:

Excellent written and oral skills in English. Knowledge in a second UN language is an added advantage.

Education:

A Bachelor’s degree in business management or other field relevant to international development assistance, and/or trainings/courses in statistics or related fields. 

Experience:

  • Three to Five years relevant experience in programme management, data analysis and/or technical research.
  • Experience in analyzing complex data to inform programme.
  • WFP country level programming experience is considered an asset.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Excellent understanding of COMET, Excel and basic understanding of statistics and data analysis
  • Knowledge and ability to use the DOTS integration platform
  • Knowledge of Monitoring and Evaluation principles
  • Excellent organizational and communication skills
  • Ability to work independently and under tight deadlines
  • Ability to work effectively with people of different national and cultural backgrounds

KEY ACCOUNTABILITIES 1/2 (not all-inclusive)

Under the supervision of the Senior Programme Associate – Programme Data Team Lead,  the incumbent will be expected to coordinate and deliver a full range of specialized support services for efficient programme data management and utilization of WFP corporate systems such as COMET and DOTS.

Key duties will include:

  • Manage the day to day oversight and support to Country Offices on COMET use and programme data quality.
  • Track the progress of data entries and quality in COMET  for the following documents: Planning data entries (Ben/cash/MT, other outputs); Partnerships; Actual data entries (MT/Cash, other outputs); Beneficiary Counting; Outputs results in readiness for ACR reporting and regular monthly and quarterly reporting.
  • Liaise with RBN Supply Chain unit to support Country Offices in data reconciliation between COMET & LESS systems.
  • Coordinate and facilitate the follow up actions from joint Monitoring & Evaluation and programme data workstream Country Offices ( COs) data reviews with the Country Office and Regional Bureau Nairobi (RBN) technical teams. 
  • Liaise with the Headquarters COMET team to address identified data flow issues in the corporate systems and advise COs accordingly.

KEY ACCOUNTABILITIES 2/2

  • Support on capacity enhancement for COs & RBN staff in use of WFP corporate systems for programme data visualization and management.
  • Support the coordination of budget revisions and new Country Strategic Plans (CSPs) at the RBN, in particular, the review and approval processes.
  • Review budget revisions and new CSPs, with emphasis on the beneficiary numbers and requirements in the needs-based plan.
  • Produce quarterly snapshots on RBN data status and shared with RBN & COs at the end of each quarter to support in reporting and decision making
  • Collaborate with regional CP management HQ COMET and TEC teams in supporting the roll out of the digital Cooperating Partner Distribution Reports (CPDRs) to enhance accuracy of data in the  corporate systems.
  • Support Cooperating Partner (CP) reconciliation in DOTs to enhance accuracy of CP data to facilitate food and CBT reconciliation process.

DELIVERABLES AT THE END OF THE CONTRACT

  • All output and other output data updated in readiness for the Annual Country Reports and other corporate reports.
  • Monthly and quarterly output data in COMET and MODA systems is accurate and up to date by the end of the following month.
  • Quarterly Cooperating Data reconciliation ensures reliable partnership data in DOTS.
