MANAGER, SUPPLY CHAIN MANAGEMENT, GRADE ORPP 4

(a) Duties and Responsibilities

The Manager, Supply Chain Management will be responsible to the Registrar of Political Parties for efficient management and administration of the Supply Chain Management Unit. Duties and responsibilities at this level will include:

(i) Interpretation and effective implementation of supply chain management policies, regulations and procedures
(ii) Providing professional opinion to the Accounting Officer on all procurement of Goods, Works and Service and disposal of unserviceable, obsolete or surplus stores, equipment or assets;
(iii) Coordinating preparation and consolidation of procurement plans in accordance with the budgetary allocation;
(iv) Overseeing inventory management and assets disposal processes and procedure;
(v) Facilitating research, market surveys and benchmarking on procurement best practices;
(vi) overseeing prequalification of suppliers, preparation and review of tenders, evaluation of bids and award of tenders;
(vii) Ensuring all mandatory periodic reports are prepared and forwarded to the relevant Authority;
(viii) Preparing a disposal plan for unserviceable stores;
(ix) Ensuring goods delivered by suppliers are of the right quality and quantity;
(x) Evaluating the performance of suppliers and contractors;
(xi) Overseeing implementation of eprocurement strategies. and
(xii) Supervise departmental staff and conduct staff appraisal to ensure optimal performance and delivery of set targets.

(b) Requirements for Appointment

For appointment to this grade, an applicant must have:

(i) served in the grade of Senior Supply Chain Management Officer for a minimum period of three (3) years or in a comparable and relevant position in the public or private sector for a cumulative period of nine (9) years;
(ii) Bachelor’s degree in any of the following disciplines: Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution;
(iii) Master’s degree in any of the following disciplines: Supplies Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution;
(iv) Senior Management Course lasting not less than four months from a recognized institution;
(v) Membership to a relevant professional body;
(vi) Proficiency in computer use and applications;
(vii) met the requirements of Chapter Six of the Constitution; and
(viii) Demonstrated professional competence and management capabilities as reflected in work performance and results.
