Terms of Reference for Covid-19 surge capacity staff
Background
The Kenya COVID-19 Health Emergency Response project is the Phase 1 of the Multi- Phase Programmatic Approach for Strategic Preparedness and Response Program. The proposed project aims to assist Kenyan government in its efforts to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness.
Kenya is experiencing a high disease burden in addition to the negative effects of COVID- 19 pandemic among other public health emergencies. There is need to recruit additional surge staff to man the various strategic centers established within the Nairobi
metropolitan, National hospitals, County hospitals, and Ports of Entry that suffer acute staff shortage.
The project seeks to recruit suitable candidates to increase the number of health personnel required to increase staffing levels through screening and disease surveillance at the ports of entry; laboratory testing facilities at the NPHLS, NMS, and selected high risk counties across the country.

ACCOUNTING ASSISTANT (1 POSITION) -C-HERP
Job And Appointment Specifications for Project Accounting Assistant
1. The main role of the accounting assistants will be to support the Project
Accountant by performing clerical tasks.
2. This including processing and recording transactions, preparing reports and
budgets, fact checking, filing, and other duties, as needed.
3. Understand basic accounting principles and proficient with computers and
software, such as MS Excel.
4. Should be trustworthy, efficient, and organized.
Key Responsibilities of the Assistant Project Accountant include, but are not limited to:
1. Preparation, Review and filing of payroll and payroll documents including Pay slip generation and statutory deductions submissions to the respective bodies (NHIF, NSSF, PAYE, HELB) monthly for all the contracted project staff.
2. Liaising with Project Accountants in on all the financial matters.
3. Collecting and consolidating the financial statements from the project on quarterly basis.
4. Prepare periodic statements of expenditure (SOE) reports and fund replenishment requests, carefully checking and inspecting all supporting documents.
5. In collaboration with Project implementing entities, to prepare quarterly and annual financial reports in the standard format(s) included in annex I on Financial Management Procedures.
6. In consultation PM and Project Accountant, to oversee the establishment and proper maintenance of accounts system in all the counties in accordance with the PFM and financial regulations and procedures of the NT.
7. Support the PMT in the facilitation of internal and external financial audits at the counties
8. Other project-related responsibilities as may be assigned by the Project Manager.
Requirements:
1. Knowledge of basic bookkeeping procedures and familiarity with finance
regulations

2. Good analytical skills and the ability to spot numerical errors with hands-on
experience with MS Excel
3. Organization skills, Good Communication skills, fluency in required in English and great interpersonal skills
4. Ability to handle sensitive, confidential information.
5. Minimum of CPA 2. Bachelors degree in a relevant accounting field is an added advantage.
6. Previous engagement with a World Bank Project is an added advantage.
Reporting/Delivery Schedule
Reporting will be to the Project Accountant but directly answerable to the Project Manager and delivery schedules will be as below:

3. Consolidated Statements of Expenditure (SOE) for CHERP within the stipulated period Reports to be submitted at the end of every quarter
5. Consolidated Annual Project Financial reports, financial statements to include CHERP Disbursements, cash flow and balances at the end of every financial year

Remuneration Package
Consolidated package for the Project Account Assistants will be Ksh 75,000 payable monthly upon meeting the deliverables outlined in the terms of reference.
The duration of the assignment will be 6 months.
