HP+ Kenya
Health Policy Plus (HP+) is a USAID-funded $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities, including those related to HIV and AIDS. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on
voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.

Background of Consultancy in Kenya:
Health was fully devolved in 2014. Devolution of health came with many challenges because Counties were not fully prepared to take up all the functions due to lack human resource capacity. As a result the PFM Act that is supposed to guide the financial management at the counties could not be fully implemented. To support and continue mentoring the county leadership, a Councils of Governors (CoG) was established in line with the County Government Act.

The purpose of this consultancy therefore is to support the counties to develop institutional capacity to assist in delivery of health care. This support will however be structured through the Council of Governors (CoG) that is constitutionally mandated to coordinate service delivery in the counties. Through the council of Governors, all counties benefit from a harmonized policy development and implementation. The consultant is therefore required to assist the council of Governors to coordinate any policy development in the health sector and track implementation.

Responsibilities

Essential Functions of the Consultant
  • Support to the Health Committee of the Council of Governors in evidence generation and dissemination, preparing briefs, position papers, to inform domestic resource mobilization at both National and County level and facilitate advocacy for more money for health and vice versa.
  • Support COG in tracking follow up actions emanating from the Health Committee meetings and for Health tracking high level indicators of the implementation of agreed strategies at County level.
  • Support CoG and MOH through HSIGF to strengthen county and national coordination on health financing. This will entail supporting the MoH’s intergovernmental unit to coordinate a well-structured HSIGF and following up on actions and recommendations on health financing.
  • Support intergovernmental engagements between the two levels of Government to roll out UHC including identifying the legal and structural barriers that hamper flow of funds at county level; disbursement of funds to health facilities and; propose amendments to the PFM Act 2012 to address identifies issues.

Requirements

Minimum Requirements:
  • At least a Bachelor’s degree in Health Systems Strengthening (HSS), Public Health, Health Policy, Human Resources or a related field strongly preferred.
  • 10 years’ experience managing and implementing programs relating to HSS, in depth understanding of bilateral and multilateral donor health programs (eg. Global Fund, PEPFAR and, USAID) with demonstrated success serving in an executive or senior leadership role.
  • At least 7 years of working experience in providing technical assistance to public service organizations, more so, with the various arms of government such as national treasury, devolution and planning and, ministry of health.
  • Knowledge on the working of the COG and structures governing the national and county government
  • Thorough understanding of Kenya healthcare system including in-county needs and opportunities, with an orientation towards HSS interventions.
  • Strong diplomatic and, negotiation skills with vast experience in strengthening inter-governmental relationships and, working with senior government officials including Cabinet Secretaries.
  • Record of accomplishment in successful building of strategic alliances, networks and, relationships and, creating and leading high-performing and adaptable teams across the counties and, demonstrated hands-on experience in training, mentoring and coaching young professionals.

Technical Monitor
The consultant will report and be supervised by the Program Director.

Period of Performance
This consultancy is for an expected 42 day assignment that will be undertaken from January to February, 2020

Location and travel of assignment:
Nairobi Kenya. The assignment may require travel within/without Nairobi and the HP+ Project will facilitate accordingly as per policy.
