Assistant Accountant: 2 Positions

Division: Accounts
Section / Unit: Accounts
Location / Work Station: Headquarters

Reporting Relationships

Reports to: Accountant
Direct Reports: Accounts Clerk
Indirect Reports; N/A

Job Purpose

This position is responsible for provision of accounting services and ensuring prudent financial management in the office of the Controller of Budget

Key Responsibilities/ Duties / Tasks

I. Managerial / Supervisory Responsibilities

Managerial Responsibilities:

a) Implements sound financial management policies, procedures and controls
b) Maintains the asset registers for the office of the Controller of Budget
c) Sets performance targets for the accounts section under their control
d) Mentors, coaches and capacity builds staff in the institution
e) Ensures timely and accurate preparation of management reports for the section
f) Prepares and submits statutory payments in compliance with the law
g) Implements the adopted International Public Sector Accounting Standards (IPSAS), International Financial Reporting Standards (IFRS) and Public Finance Management (PFM) Act
h) Maintains the General Ledger
i) Controls cash float and maintenance in the electronic cash book

II. Operational Responsibilities / Tasks

a) Assists in preparation of financial accounts.
b) Ensures safe custody of assets and records under him/her in the office of the Controller of Budget.
c) Prepares payment documents subject to limits set for him/her.
d) Examine and verify returns, documents, vouchers and preparation of timely and accurate management financial reports.
e) Prepares accurate and timely bank reconciliations and administers Petty Cash
f) Processes monthly payroll and staff allowances.
g) Prepares and maintains cashbook and other statutory books to track office of the Controller of Budget transactions.
h) Prepares periodic payment reports (monthly expenditure returns) as per generally accepted accounting practice.
i) Processes payments to vendors for services rendered
j) Verifies cash withdrawals and invoice payments on IFMIS before export to internet banking.
k) Processes imprest requests.
l) Maintains vote book transactions,
m) Processes the reimbursement of standing imprests for County Budget Coordinators

Responsible for the assets assigned by the office of the Controller of Budget as per office’s asset register

IV. Working Conditions

Is exposed to minimum disagreeable conditions. The jobholder has normal office facilities which include own office with desk and access to a personal computer (PC) and a telephone.
The role is predisposed to risk of prosecution arising from incomplete/inaccurate information published which may result in false or misleading reports and wrong decision being made.

Job Competencies (Knowledge, Experience and Attributes / Skills).

Academic qualifications

Bachelor of Commerce in Finance and/or Accounting from a recognized university

Professional Qualifications / Membership to professional bodies

a) Must be a Certified Public Accountant Kenya (CPA K) or its equivalent
b) Must be a member of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing

Previous relevant work experience required.

3 years of service, or similar experience in a comparable position in a reputable organization

Functional Skills, Behavioral Competencies/Attributes:

a) Understanding of national development policies, goals and objectives
b) Knowledge of the Country’s Public Sector Financial Management framework
c) Proficiency in computer applications
d) Knowledge of the Constitution of Kenya 2010
e) Knowledge of the Controller of Budget Act 2016
f) Knowledge of Public Finance Management Act 2012 and Regulations, 2015
g) Communication and Interpersonal skills
h) Supervisory skills
i) Resource management skills
j) Ability to work under pressure
k) Report writing and presentation skills
l) Meet the requirements of Chapter Six of the Constitution of Kenya 2010
